- The purpose of this amendment is to change the authority to procure on a sole-source basis and to revise the overall requirement quantities. This is a notice of intent to negotiate and award a sole source contract pursuant to 10 U.S.C 2304(c)(1) and implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. This synopsis is for information purposes only. However, all responses received by no later than the stated response date of this amendment will be considered by the Government. The Naval Air Warfare Center - Aircraft Division, Lakehurst (NAWC-AD LKE) intends to negotiate and award, on a sole source basis, a 4-year, firm-fixed-price, Indefinite-Delivery / Indefinite Quantity (ID/IQ) contract for the procurement of various pieces of peculiar support equipment (PSE) for the MQ-8B Fire Scout Unmanned Aircraft Systems (UAS) Program to Dart Aerospace Ltd., (CAGE: 3AL64), a large business, of Hawkesbury, ON, CANADA. NAWC-AD LKE intends to procure the following over the 4-year period: up to 14 each - GAGE, PITCH LINK - 269T1338-11 up to 14 each - BELT DRIVE ALIGNMENT FIXTURE - 269T3303 up to 12 each - INSTALLATION TOOL, SPLINED HUB - 269T3330-03 up to 12 each - ENGINE ASSY LIFT, BOTTOM - RB6796963 up to 47 each - FORWARD SHORING JACK - RBT18402 up to 12 each - WRENCH, TAIL ROTOR NUT - RBA9937-5 These PSE end items are necessary for the full complement of support equipment needed to perform daily operations and maintenance on the MQ-8B Aircraft. These PSE items are modified commercial items that have been designed for use with the MQ-8B Aircraft. They have been tested and validated for use on the aircraft, are logistically supported, and are currently being used by the fleet. The procurement of alternate items that have not been designed to properly interface with the MQ-8B could cause damage to the aircraft and jeopardize the safety of Fleet maintainers. The original tools were developed by Schweizer Aircraft Corporation (now Sikorsky Aircraft Corporation) to perform maintenance on the commercial Schweizer 333 airframe, upon which the MQ-8B military airframe was derived. Those tools however were not suitable for use aboard ship due to rust issues. Dart Aerospace Ltd., an authorized manufacturer for Schweizer / Sikorsky, changed their materials and manufacturing processes to make the commercial tools more corrosion resistant and suitable for use in harsh military environments. Dart Aerospace Ltd. uses special material and manufacturing processes to make the SE items more corrosion resistant for shipboard use. Schweizer / Sikorsky tools sold commercially are not suitable for use in military environments and as such, cannot be used to satisfy this requirement. The technical data for the tools is proprietary and is therefore unavailable to enable a competitive procurement. The technical data for the commercial tooling is proprietary to Sikorsky Aircraft Corporation. Sikorsky does not sell directly to the Government, but authorizes Dart Aerospace, Ltd to manufacture the modified commercial items required for the MQ-8B Fire Scout. The Government does not possess the technical data that is required to develop a competitive procurement package. All vendors must be registered in the Systems for Award Management (SAM) Database. It is mandatory to register with the SAM as your Data Universal Numbering System (DUNS) Number and your Commercial and Government Entity (CAGE) code will be required to conduct business with the Department of Defense. Responses must be received by no later than the stated response date of this amendment. While this notice of intent is for informational purposes only, and not a request for competitive proposals, if a party believes they can provide this support, they may submit their technical capability, which shall be considered by the NAWC-AD LKE. The Government will not pay for information received. The Government retains the right not to compete this requirement based on responses to this notice. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. No solicitation will be available for this procurement.
