Description
Botanical Investigations This is a pre-solicitation notice. Background: The Department of Interior (DOI), Bureau of Land Management (BLM) manages nearly 450 million acres of land (surface), 150,000 miles of streams and rivers and 13 million acres of wetlands in thirteen western states (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming). An additional 10,000 surface acres are managed by the BLM in the eastern United States. Successfully managing individual native plant species, native plant communities and the services they provide to the American public rely on understanding the genetics, biology, ecology of native plant species as well as developing effective technology to restore, rehabilitate and reclaim degraded sites. Each year, the BLM funds studies that directly improve how BLM manages public lands for sustainable use and sustainable yield for present and future generations. The goal of this IDIQ is to streamline procurement of applied scientific studies that focus on native plant genetics, biology, ecology and restoration. Developing effective studies requires a dialogue. This dialogue requires Principle Investigators with the ability to listen to land managers ¿ needs and translate those needs into applied scientific investigations. Projects funded as Task Orders under this IDIQ will have clear and concise objectives and deliverables that are more developed during a project kickoff meeting and are subsequently finalized in a work plan and schedule developed by the contractor and approved by the BLM at the start of the project. The contractor shall provide management, personnel, equipment and any other items necessary to Botanical Investigations. DOI BLM intends to issue a firm-fixed-price, Multiple Award, Indefinite Delivery, Indefinite Quantity contract(s) for Botanical Investigations services for a five year period. This procurement will be a 100% small business set-aside under NAICS Code 541620, Environmental Support Services with a size standard of $15,000,000.00. Performance within the United States excludes Alaska and Hawaii. All interested vendors may submit a proposal which shall be considered by BLM. Solicitation 140L0619R0040 estimated issuance date will be July 8, 2019 with a closing date of August 7, 2019. These dates are estimated dates and may be adjusted dependent upon the official release of the solicitation. The solicitation will not close prior to the annotated closing date. No paper copies will be issued. Interested vendors shall access solicitation through FedConnect (www.fedconnect.net) and/or Federal Business Opportunities (www.fbo.gov) websites. Interested vendors are responsible for monitoring these sites for release of the solicitation package and potential amendments.
