- Description
- The Department of Veterans Affairs (VA), pursuant to its authority under the West Los Angeles Leasing Act of 2016 (Public Law 114-226), and as amended by Section 303 of Public Law 115-251, intends to issue a Request for Lease Proposals (RLP) seeking offers from established businesses to enter into an out lease of the historic Wadsworth Chapel (Building 20) located at 11301 Wilshire Boulevard, Los Angeles, California 90073. The objective of the RLP is for VA to enter into a lease agreement of the chapel which will allow the selected offeror/lessee to provide services that principally benefit Veterans and their families, including services for the purpose of the promotion of health and wellness, including nutrition and spiritual wellness, within the chapel. In order to carry out such services, the selected offeror/lessee will be required to fund, design, preserve, and renovate the chapel at no cost to the VA. The anticipated lease term is a fifty (50) year lease based on a twenty (20) year firm term with three (3) additional ten (10) year option terms. The RLP will be issued and posted at www.fbo.gov on or about 15 July 2019. An organized site visit will be scheduled between 15-25 days from the date the RLP is issued. Proposals will be due approximately 60 days from the date the RLP is issued. Award of the lease is anticipated approximately 60 days after the RLP closing date. The North American Industrial Classification Code is 531312. The RLP will be issued as an unrestricted solicitation. All responsible parties may submit a proposal which shall be considered by the VA. Award will be made to the offeror submitting a proposal which conforms to the RLP requirements and offers the best overall value to the VA based on stated evaluation criteria as follows: (1) Relevant Qualifications, Experience and Past Performance; (2) Development Concept, Financial Feasibility and Timeline; (3) Property Management; (4) Community Relations Experience and Strategy; and (5) Business Plan. The selected offeror will be required to register in the System for Award Management (SAM) database prior to award. SAM is a Federal Government owned and operated free website that consolidates the Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS).
