- The Government intends to procure, under only one responsible source, where no other suppliers or service will satisfy the agency requirements. The Naval Facilities Engineering Command, Hawaii is conducting market research to determine if other potential products/services can provide for a single panel that protects against burglary, intrusion, fire, and access control that has the same requirements/specifications as the DMP XR500 Series Panels manufactured by Digital Monitoring Products (DMP), 2500 N. Partnership Blvd Springfield, Missouri 65803. The alternate product/service must meet the following requirements/specifications: 1. Ability of network monitoring, speed, service quality, and security advantages for both central stations and alarm customers. All panels must communicate with a central station using any data network. 2. Ability to use an existing full-time data network connection, LAN/WAN, which can avoid the costs of an additional phone line, as well as any long distance charges between the panel and central station. 3. Ability of dial-up alarm transmissions to be an average of 5 to 45 seconds. 4. System must not be vulnerable to virus and hacker threats. Network monitoring must use small, very efficient message packets that travel on the Internet backbone, bypassing other internet servers running vulnerable applications. Panels and receivers that are single-purpose devices must not be able to download computer files or run scripts that would put them at rick from viruses or hackers. 5. Must have user-friendly interface 6. Ability of the control/communicator to support simple, ATM-style, menu-driven keypads with plain-English text and quick keys for common functions. These keypads display menu item prompts over buttons whose functions vary depending upon the currently displayed prompt and must have unlimited control flexibility. 7. The quick keys must give users instant access to the most common system functions, simplifying and speeding system operations. 8. The ability of a simple keypad and user interface that has not changed as the control products have evolved and changed which maximizes continuity and ease of system use for both end users and security company personnel. 9. Keypad features must have a 12 one-button shortcut keys that provide quick access to all the most common keypad functions. 10. The ability for shortcuts keys to enable users quick arm/disarm of their system, monitor zones, easy exit, test, or reset their system. All of the frequently used functions are just one key press away, simplifying and speeding system operation for your customer. 11. Codeless Arming/Disarming: allow user to present a proximity credential keypad. 12. Cancel/Verify: silence alarm bell without disarming. 13. True Area Arming: allows user with proper code to arm selected areas or all areas from keypad. 14. Easy-to-Bypass Zones: allows user to arm system and easily bypass only individual detection devices that are causing trouble. 15. Zone Expansion: fully programmable directly from the keypad. This notification is for market research purposes only and should not be construed as a commitment of any kind by the U.S. Government to issue a solicitation, request for proposals, quotes, or invitation of bids or award a contract. Interested parties with a comparable product meeting the requirements described in this announcement are invited to submit complete technical data, information and specifications in order for the Government to conduct an evaluation of your product to ensure compatibility with the existing system. Technical response shall be typed, at least 11 point Times New Roman or larger, single-sided 8.5 by 11 inch pages and submitted in Adobe PDF format. Also, provide company information and point of contract (name, title, email, phone, mailing address). The Government will not reimburse any responder for any costs associated with information submitted in response to this sources sought announcement. Any information provided to the Government in response to this request for information (RFI) will become U.S. Government property and will not be returned. All proprietary or classified information will be treated appropriately. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit your company brochure.
