Description
The Government intends to procure, under only one responsible source, where no other suppliers or service will satisfy the agency requirements. The Naval Facilities Engineering Command, Hawaii is conducting market research to determine if other potential products/services can provide for a software to control access on all gates and doors that has the same requirements/specifications as the OnGuard Access Control System manufactured by Lenel, 1212 Pittsford Victor Rd, Pittsford, NY 14534. The alternate product/service must meet the following requirements/specifications: 1. Allow segmentation for users and is a feature that provides a logical way to group database components especially when utilizing the enterprise system to connect both the west and east coast. 2. System administrators define segments within database, then assign each system user or object (access levels, card formats, badge types, etc.) to one or more of those segments. 3. User sees only those object that are in his/her segment(s) and those objects that are system wide. 4. Only those records associated with a particular segment can be downloaded to the Intelligent System Controllers and associated field hardware in that segment. 5. Enables authorized managers to control cardholder access to specific areas. The manager can use the application using a standard desktop PC or browser. The manager can also assign and remover rights of employees to areas within his/her operational domain. 6. Provides a complete audit trail and reporting capabilities (date stamp and identity of manager). 7. Flexible programming functions: first card unlock, elevator control, selective system downloads, import/export utility, occupancy limit, and local and global anti-passback. 8. Flexible monitoring functions: alarm masking groups/basic instruction functionality, graphical maps and system ovewview tree, monitor zones, alarm/event mappings and routings, and customizable voice instructions and annunciation. 9. Flexible cardholder commands: escort control, use limits, extend individual strike times and (on-demand) door held open times, and destination assurance with elevator control. 10. Flexible card reader commands: time zone overrides, multiple card formats, cipher mode, and denied attempts counter. 11. Options: CCTV interface, mustering, paging/email interface, guard tour and video verification. 12. Support: Intelligent system controller (ISC) communications, Ethernet, modem, RS-232, dual-path, multidrop (RS-485), FIPS 197 128 bit AES encrypted ISC communications, FIPS 140-2 validation pending, industry standard card reader technologies and OSDP (open supervised device protocol) readers6. 13. Standard Features: Auto-cropping of photo, high speed photo capture, signature capture, intelli-check ID check integration, full biometric and smart card management, import utility to retrieve data from driver ™s licenses, passports, or other credentials, user-definable data fields, form designer lite, high-resolution lighting kit, import/export features, in-line encoding of magnetic strip, bar code and contact(less) smart card, image compression control, image fx gallery, program badge functionality, chromakey and ghosting, high quality, true color credential production, and PIV support. 14. Support for industry standard ID card, reader, and printer: ID card/readers, MIFARE, Proximity, Lenel OpenCard, DESFire, magnetic strip, iCLASS, contact smart card (PIV, TWIC, and CAC), printer with Windows XP/Windows 7 32bit/Windows 7 64bit drivers (Nisca, Zebra,Ultra/Magicard, Fargo). This notification is for market research purposes only and should not be construed as a commitment of any kind by the U.S. Government to issue a solicitation, request for proposals, quotes, or invitation of bids or award a contract. Interested parties with a comparable product meeting the requirements described in this announcement are invited to submit complete technical data, information and specifications in order for the Government to conduct an evaluation of your product to ensure compatibility with the existing system. Technical response shall be typed, at least 11 point Times New Roman or larger, single-sided 8.5 by 11 inch pages and submitted in Adobe PDF format. Also, provide company information and point of contract (name, title, email, phone, mailing address). The Government will not reimburse any responder for any costs associated with information submitted in response to this sources sought announcement. Any information provided to the Government in response to this request for information (RFI) will become U.S. Government property and will not be returned. All proprietary or classified information will be treated appropriately. The Government reserves the right to disregard any submittal that is incomplete or vague. Please do not submit your company brochure.
