Request for Information (RFI) / Sources Sought Notice Pursuant to FAR clause 52.215-3 entitled Request for Information or Solicitation for Planning Purposes, this announcement constitutes a Sources Sought Notice for information and planning purposes for qualified and experienced sources to provide technical and analytical support to Commander, Operational Test and Evaluation Force (COMOPTEVFOR) in the definition, conduct, and analysis of structured Initial Operational Test and Evaluation (IOT and E) of United States Navy systems. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government for any purpose other than to gain the information requested, nor will the Government pay for the information submitted in response. Interested parties are encouraged to respond to this RFI/Sources Sought Notice. Scope COMOPTEVFOR requires technical and analytical support definition, performance and analysis of structured Operational Test and Evaluation (OT and E) of US Navy systems. This support will be required in one or more of the following forms: Documentation Review, Test Planning Support, Cyber Test Planning Support, Operational Test Design, Test Analysis and Reporting, Test Operations Support, Modeling and Simulation Support, and Program Management Support. COMOPTEVFOR requires support for the following five divisions: Code 40, Undersea Warfare Division: Tests and evaluates all undersea warfare systems, including submarine, surface and aviation anti-submarine warfare and mine warfare systems under the most operationally realistic conditions possible. The divisions main effort is to assist, through early involvement, in the acquisition process, conduct tests and provide accurate evaluations to determine system performance and resulting capability. Code 50, Air Warfare Division: Tests and evaluates all of the Navy and Marine Corps aviation acquisition programs warfare systems such as strike/fighter weapons; assault weapons; aviation electronic warfare; air antisubmarine warfare; aviation maintenance; and trainers, under the most operationally realistic conditions possible. The aviation warfare division also coordinates with the following squadrons: VX-1 (Patuxent River, MD), VX-9 (China Lake, CA), VMX-1 (Yuma, AZ) and HMX-1 (Quantico, VA). Code 60, C4I and Space Warfare Division: Tests and evaluates all ashore and afloat Command, Control, Communications, Computer and Intelligence (C4I) systems such as radars, radio frequency transmitters/receivers, digital switching networks, identification friend or foe, tactical decision-making systems, intelligence systems, combat direction systems, tactical links, information warfare systems, cryptologic systems, space and satellite systems, and non-tactical automated information systems. The divisions main effort is to assist, through early involvement, in the acquisition process followed by proper tests and accurate evaluations to determine system performance and resulting capability. Code 70, Surface Warfare Division: Tests and evaluates U. S. Navy surface ships and associated engineering, auxiliary, combat systems, and systems developed for the U. S. Coast Guard. Systems undergoing operational test and evaluation encompass all facets of surface warfare. Surface Warfare Division is also responsible for overarching coordination of the commands participation in the Air Warfare Ship Self Defense (AW SSD) T and E Enterprise. Code 80, Expeditionary Warfare Division/Littoral Combat Ship: Tests and evaluates traditional and non-traditional Joint Chemical/Biological acquisition programs, Anti-Terrorist Force Protection Programs, Special Operations and Naval Special Warfare, Explosive Ordnance Disposal (EOD), Riverine, and Diving and Salvage, Littoral Combat Ship sea frame, mission packages and mission modules programs. Code 01D Cybersecurity Division: Integrates critical cybersecurity testing into the acquisition lifecycle and tests all COMOPTEVFOR program Systems under Test (SUT) per DoDI 5000.02 and DOT and E memo of 01 August 2014. A DRAFT Performance Work Statement is provided containing further details. The Government may consider issuing five solicitations for this requirement (one for each of the identified warfare divisions). The Government may consider the award of either a single or multiple-award contract as a result of each solicitation. Any potential contract(s) resulting from this RFI/Sources Sought Notice is anticipated to be a firm-fixed-price (FFP), indefinite-delivery, indefinite-quantity (IDIQ)-type contract. Place of Performance (Site Locations) Work is performed primarily at the off-base Government s site at 7970 Diven Street, Norfolk, VA. Travel may also be required to numerous locations throughout the United States and overseas, to include at sea on naval platforms. NAICS Code The NAICS code for this requirement is anticipated to be 541330, Engineering Services, with a size standard of $38.5 million. The product service code (PSC) is R425, Engineering and Technical Services. Period of Performance Performance is estimated to commence around 20 November 2020. The period of performance is anticipated to consist of a five-year ordering period and may include FAR clause 52.217-8, Option to Extend Services, to provide for an additional six months of performance. Capabilities Statement This is a market research tool. The input provided will help the Navy ascertain the interest, capability, and capacity of potential businesses. If you are an interested business, NAVSUP FLC Norfolk appreciates your assistance in providing a capabilities statement addressing all the items below. Please limit your responses to the information being requested only. Standard company brochures will not be reviewed. Submissions are not to exceed fifteen standard typewritten pages. Any technical questions and inquiries may be submitted within the response. 1. Full business name, address, point of contact, telephone number, and e-mail address 2. Contractor and Government Entity (CAGE) code 3. Size of business: Large Business, Small Business, Small Disadvantaged, 8(a), HUBZone, Woman-owned, Service Disabled Veteran-Owned, or other category 4. If the items can be obtained from an existing Government contract vehicle, to include GSA or SeaPort-e, provide the applicable contract number. 5. Indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. If subcontractors are to be used, provide the anticipated percentage of effort to be subcontracted and if a small or large business subcontractor will be used. 6. The Government is determining the acquisition strategy for this potential acquisition. If any potential acquisition will be a small business set-aside, then FAR clause 52.219-14, Limitations on Subcontracting, applies. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14. If the Government determines that a small business set-aside is appropriate and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 will be achieved, including specific details regarding teaming arrangements, and if subcontracts are to be used, provide the anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. 7. Please address the following questions in your response. Documentation of technical expertise and qualifications must be presented in sufficient detail for the Government to determine that your company possesses the necessary capabilities contained in this notice. 7.a. Describe your ability to support the scope of the requirement listed in this notice and in the provided draft PWS. Please provide a brief statement clearly identifying your company s understanding of the PWS. 7.b. How will you approach this requirement? Please describe the tools, methodologies, and personnel you will deploy to accomplish the Navy s objectives. 7.c. How many of the five warfare divisions can you support? 7.d. Can your company support more than one division simultaneously? 7.e. How many simultaneous tasks can you support for one or more warfare divisions? 7.f. Please provide input into the labor categories or specialties that may be appropriate for this effort. 7.g. This effort requires personnel to be eligible for Top Secret/Sensitive Compartmentalized Information (TS/SCI)-level clearance. Storage of TS/SCI is NOT required at the Contractor s facility. Please state your ability to comply with this requirement. 7.h. The Government s testing schedule is subject to fluctuation with often minimal notice. Please address your ability to support a dynamic testing schedule. 7.i. What is the CLIN structure you would propose? Do you recommend pricing by hours or by FTE? Why? Please provide estimated hours. 7.j. What contract type would you propose (e.g., firm-fixed price, fixed-price level of effort, cost-reimbursement, or a hybrid)? 7.k. The current NAICS code identified for this effort is 541330 Engineering Services. Do you suggest any other NAICS code(s) for the services identified in the PWS? 7.l. The government is requesting estimated total cost as part of our market research process. Please provide your estimated cost for this effort. (Note Interested parties are not required to respond to this question. This is an estimate only and is not considered a proposal.) 7.m. In your experience in commercial implementation, what practices and tools are not currently utilized in the Government that could improve Navy Initial Operational Test and Evaluation (IOT and E) processes? 7.n. Do you have experience providing similar services in IOT and E in both corporate and government organizations? 7.o. If applicable, please provide a brief description of contracts performing work of similar size, scope, complexity, and magnitude. Include your company s role (e.g., prime, subcontractor, or teaming arrangement), along with cost, duration, and contract number, and describe the test support methodology, successes and lessons learned, and any other relevant information deemed applicable. 7.p. What additional information do you require to provide a solution or proposal? Please identify any areas requiring clarity and provide any feedback you feel is relevant to the draft PWS and procurement strategy. Submit any questions you have regarding this RFI/Sources Sought Notice and the draft PWS. Industry Day The Government anticipates hosting an industry day for all interested participants on 31 July 01 August 2019. Please indicate your interest in attending this industry day. Following the industry day, the Government may schedule follow-up meetings/teleconferences with individual companies to obtain additional input about the requirement(s). Submission Responses should be limited to no more than fifteen standard typewritten pages.
