Description
The Department of Veterans Affairs, intends to award a Firm Fixed Priced Purchase Order for a base and four (4) one (1) year options to Hydro Services and Supplies. in support of the VA Connecticut Healthcare Systems located in two locations West Haven CT located at 950 Campbell Avenue 06515 and Newington, CT located at 555 Willard Avenue 06111 to include maintenance and support services for Reverse Osmosis and Deionized water systems. This acquisition is conducted under the authority of 40 U.S.C. 501. Under the authority of FAR 6.302-1 on a sole source basis, a brand name requirement for the Hydro Services and Supplies Hydro water purification systems are the existing equipment located at both the West Haven and Newington CT campus. Any products to be used on the existing water purification system must meet the specification and requirements of the existing systems. To minimize the technical risks of ensuring compatibility among the component parts and integration of the Hydro System with the campus wide system, the system and components installed in the follow-on maintenance and services should be provided by the same manufacturer as that of the current system; other manufacturer's components may not operate properly or operate at all on the existing system. Introducing other manufacturer's products may void the existing manufacturer's warranty or require premature equipment replacement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced product. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice will be considered by the Government. A determination by the Government to require the brand name for VA Boston Healthcare System procurements based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate manufacturers. Submit any responses within 15 days of the posting of the notice of intent via email to: Lorrie.baines@va.gov (list 36C24119Q0385 Hydro DI-RO  in the subject line of the email). THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 13:00 EST on 6 July 2019 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services. Verbal responses are not acceptable and will not be considered.
