Description
Notice of Intent to award a Sole Source contract under the authority of Federal Acquisition Regulation FAR Part 13.106-1(b)- Soliciting From A Single Source and FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Kentucky Air National Guard Special Tactics Squadron, 1101 Grade lane Louisville, KY 40213 has a requirement to procure the following items: Line Item 0001:Vigil II Military Custom 07 QTY 12 EACH The 123rd KYANG has a Sole Source requirement to purchase Vigil Military parachute automatic activation device (AAD) QTY 12 Each. This is a safety device required in all military parachutes and are an addition to current inventory of Vigil AAD's currently in use. Vigil America, INC. 1400 Flight Line Blvd DeLand, FL 32724 is the sole supplier for the Vigil Military parachute AAD. Interested persons may identify their interest and capability to respond to this requirement no later than 9:00 AM Eastern Time, Monday July 15th, 2019. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. DEPARTMENT OF THE AIR FORCE KENTUCKY AIR NATIONAL GUARD 1101 GRADE LANE LOUISVILLE, KY 40213-2678 Date: 1 December2018 JUSTIFICATION AND APPROVAL SUBJECT: JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION - SOLE SOURCE/BRAND NAME 1. IAW FAR Subpart 6.3 and 13.106, this document constitutes justification and approval for other than full and open competition for the acquisition described herein, under the authority of FAR 6.302-1 or 6.302-2. 2. Nature and description of action being approved: ANG SOV MI Vector 3 Parachute Vigil Military AAD custom 07 for SATAF growth. Item used for specialized personnel parachute requirements. Item is one piece of four that makes up a complete system 3. Description of supplies or services required to meet the Agency's needs: a. The supply/service required is: 12 ea. Vigil II Military custom 07 for SATAF growth. This equipment is currently not available through the Supply system. Per AFI 11-410 and ANG approved for use list this is the only approved AAD for this system for ANG use. Vigil Aero manufactures the equipment and it is only sold direct to Military units. b.
