THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing construction services for the following project: This project is a comprehensive renovation of Bachelor Enlisted Quarters (BEQ) Building 3609 at Joint Expeditionary Base Little Creek “ Fort Story in Virginia Beach, Virginia. Building 3609 will be brought up to current quality standards for unaccompanied housing for the Navy per FC 4-721-10N Navy and Marine Corps Unaccompanied Housing. Building 3609 will also be converted from a 2+2 layout to a 2+0 to meet current Facility Criteria. Major building systems (such as plumbing, HVAC, electrical, and fire protection) will be replaced with new systems. Building 3609, constructed in 1995, is a 98,100 SF linear five-story, 240 unit, 480 bed motel-style Bachelor Enlisted Quarters. Primary construction consists of precast concrete floor planks with a concrete topping supported by reinforced CMU bearing walls, founded on concrete grade beams, pile caps, and piles. The first floor is a cast-in-place concrete slab-one-grade. The typical floor and roof planks span the long direction of the building using the demising walls between residences for support. The facility is of mid-century motel-styled layered architecture with perimeter exterior circulation and a flat roof. Exterior walls are oversized brick veneer. Stairwells are located at each end and in the middle, each exhausting directly to the exterior of the building. An elevator lobby, elevators, and elevator machine room (first floor) are in the center of the building. The resident rooms are located in groups of 6 on either side of a mechanical chase that spans the center of the facility, broken only by two mechanical rooms and the elevator lobby. Access to resident rooms is from the exterior of the building along sidewalks and balconies. The exterior of the building will be cleaned and refurbished, including pressure-washing of exterior surfaces (excluding the roof,) sealing construction joints, refurbishing expansion joints, resealing and repairing cracked concrete/thresholds at connections between balconies and building/doors. The roof will be replaced. Major building systems (such as plumbing, HVAC, and fire protection) will be replaced entirely. The corroded sanitary drain lines will be repaired or replaced. Facility electrical system will be upgraded to current code requirements. Individual resident rooms will be refurbished including new finishes suitable for BEQ applications and mindful of use and abuse. A new service area with lockable closet cabinets, wall- and lower-cabinets, and sink area will be provided. Residents ™ toilet rooms, currently a shared space between two bedrooms with a toilet and bathtub, will be separated to provide a toilet and shower room for each resident room. Stairwells will be refurbished with walls and railings cleaned, scraped, repaired, and painted in their entirety; clear (signage) graphics related to orientation and egress requirements will be provided and mounted to aid residents for safety and efficiency. An Emergency Medical Services elevator will be provided as part of this project, to be located in an śelevator addition ť that will create a new entrance to the Elevator Lobby of Building 3609, including similar building materials as existing, similar scale, and with windows for orientation/connection to the campus, as well as to create an entrance to Building 3609. Interior finishes are to match elevator lobby, to enlarge the existing elevator lobby area. At each level, the Emergency Medical Services elevator will exhaust residents through conditioned vestibules/lobbies, as required by Code. The śelevator addition ť will require lobby lighting on each floor, mechanical, electrical, and fire protection systems. Site improvements will include, but are not limited to, utility connections, striping for redesigned parking areas, general and security lighting, sidewalk improvements, site furnishings, and landscaping. Provide new dumpster enclosure. Provide new plantings to reinforce building entrances, cast shade on parking lots, and to articulate streets and sidewalks. All service-disabled veteran-owned small businesses (SDVOSB), veteran-owned small businesses (VOSB), certified HUB-Zone, certified 8(a), and women-owned small businesses (WOSB), and small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services in December 2019. The appropriate NAICS Codes is 236220. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 15 pages total) demonstrating the ability to perform the requested services. All responses shall include the following: 1. Completed SOURCES SOUGHT “ CONTRACTOR INFORMATION FORM (form attached) that provides information on your company including type of business and bonding. Note: If you are submitting as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ© and a copy of the SBA letter stating that your Mentor ProtĂ©gĂ© agreement has been approved. 2. Completed SOURCES SOUGHT “ PROJECT INFORMATION FORM (form attached) for each of the submitted relevant projects (a maximum of five projects). Ensure that the form is completed in its entirety for each project and limited to two page per project. Ensure that the description of the project clearly identifies the square footage and final construction cost, and addresses how the project meets the scope/complexity requirements. Submit a minimum of two (2) and a maximum of five (5) relevant construction projects completed within the last seven (7) years that best demonstrate your experience on projects that are similar in size, scope and complexity. For purposes of this evaluation, a relevant project is further defined as: Size: Facility of at least 25,000 total square feet; and Final Construction Cost of $15,000,000.00 or greater Scope/Complexity: Comprehensive, whole building (interior and exterior) renovation of a multi-story (minimum of two stories) facility including the following: Building envelope (windows, doors, exterior walls, and roofs); and Comprehensive plumbing, mechanical, and electrical renovation. The Capabilities Statement Package shall not exceed 15 pages and shall ONLY be submitted electronically to Terrie Overstreet via email at terrie.overstreet@navy.mil and MUST be limited to a 4Mb attachment.
