- Description
- This is a pre-solicitation notice for Roof Repair at Sagami General Depot (SGD), Kanagawa-ken, Japan. Please Note: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, IAW DFARS 252.225-7042, "Authorization to Perform". Also, the resulting contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, "Permits and Responsibilities", as supplemented by AFFARS 5336.507. The solicitation is expected to be issued on or after 15 July 2019 and bid opening is expected to be on or after 15 August 2019, 2:00 pm (Japan Standard Time). The closing date and time for submission of offers as well as the date and time for a site visit will be contained in the solicitation package, which will be made available on the Governmentwide point of entry (GPE) web site at http://www.fbo.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Work Requirements: Project Number/Title: D-18-315, Repair Roof, Building 177-1 at Sagami General Depot a. Typical work requirements include (but are not limited to): (1) Remove and dispose of existing v-beam formed precoated galvalume metal sheet roofings, skylights, ridge covers, gables, gutters, polyvinyl chloride (PVC) downspouts, and other incidental items. (2) Remove temporarily existing louvers and insect screens, and reinstall them to accomodate the replacement work of roof panels. (3) Provide and securely fasten new V-beam formed precoated galvalume metal sheet roofing, tight frames, eave sealing strips, eave frames, ridge cover sheets, ridge sealing strips, caulking compound, apron sealing strips, seam caps, gable sheets, flashing, eave caps, PVC gutters, PVC downspouts, and other incidental items. (4) Remove and dispose of existing V-beam canopy with steel beam, and provide new V-beam canopy with steel beam. (5) Conduct paint work for existing exterior steel structures. b. Performance Period to complete the entire requirements is 540 calendar days after issuance of government Notice-to-Proceed. c. The magnitude of this project is between JPY111,593,800 ($1M) and JPY557,969,000 ($5M) in accordance with (IAW) FAR 36.204 (f), which means the Government's cost estimate falls in this range. d. The solicitation method will be Invitation for Bid (IFB) that employs competitive bids, public opening of bids and award.
