36C25519Q0579 Pre-Solicitation Notice The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 15), Leavenworth, KS intends to solicit proposals from contractors who perform services in the NCO 15 area which includes the state Missouri, to acquire, replace and dispose of two (2) electrical pad-mounted transformers, one (1) 300kVA and one (1) 500kVA, at the Jefferson Barracks Division of the St. Louis VA Health Care System, 1 Jefferson Barracks Drive, St. Louis, MO 63125. The VA anticipates issuing an open solicitation for this requirement on or about Wednesday, July 3, 2019. Proposals will be accepted for a period of approximately 4-weeks commencing with the issuance date of the solicitation. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website (https://www.fbo.gov), so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and certified as a Service Disabled Veteran Owned Small Businesses in the VetBiz database to be eligible. Contractors may obtain SAM information at https://www.sam.gov/SAM/ and Vet Biz information at https://www.vip.vetbiz.va.gov/. Registration is free and potential offerors are encouraged to visit these websites, as no contracts can be awarded to any offeror not registered in both. The NAICS code is 237130, Power and Communication Line and Related Structures Construction, with a Small Business Size Standard of $36.5 Million. The classification code is N061. The solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business set-aside. All responsible sources may submit proposals to be considered by the VA.
