This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, 06/05/2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 517410, with a small business size standard of $32.5 Million. The Network Contracting Office (NCO) 9 is seeking to purchase TV Signaling Services (DirecTV Subscription) for the Tennessee Valley Healthcare System (TVHS) Nashville and York Campuses. All questions regarding this RFQ must be in writing and may be sent by e mail to tara.hammrich@va.gov. Questions must be received no later than July 8, 2019 at 2:00 PM CST. No further questions will be accepted after that date and time. You are reminded that representatives from your company SHALL NOT contact any TVHS employees to discuss this RFQ during this RFQ process. All questions and concerns regarding this RFQ shall be directed to the Contracting Officer. Statement of Work TV Signal Service Tennessee Valley Healthcare System Part 1 General Introduction This requirement is for the continuation of the Direct TV HD satellite signal subscription to the VA owned headend equipment for Institutional/Hospitality television to provide news, information and entertainment for patients at both campuses of the Tennessee Valley Direct TV HD satellite signal subscription, Alvin C. York Campus, 3400 Lebanon Road, Murfreesboro TN 37129 and the Nashville Campus, 1310 24th Avenue, South, Nashville TN 37212. This contract will also provide for Direct TV satellite signaling service for the guests at the Fisher House located on the Murfreesboro Campus. Background York Campus A HD headend system with 32 Direct TV HD receivers has been installed during FY18. Direct Tv provides channel selections from the Entertainment package, the SEC Network, the NFL Network and provides HD access. The Murfreesboro facility has approximately 300 TV s currently on the facilities TV distribution system. Local channels are provided to the facility via an installed free air HD antenna. Fisher House Currently has 14 televisions, each with a Direct TV receiver and connected for the Entertainment Base Package, local channels, the Adventure package and HD access. There is a satellite antenna on the roof of the Fisher House feeding to a TV signal distribution system in the data closet. Nashville Campus Has 2 Direct TV head end systems currently installed, a standard definition system providing TV signal to the remaining CRT TV s (analog) and a HD headend system with 32 Direct TV HD receivers. Direct Tv provides channel selections form the Entertainment package, local channels and HD access. The Nashville facility has approximately 250 TV s currently on the TV distribution system. Scope of Work The contractor will provide Institutional/Hospitality High Definition subscription service compatible with the existing Direct TV satellite receivers, channel selections will be provided from the Direct TV Entertainment Base Package for both facilities and Fisher House. The contractor shall provide local TV channel programming for the Nashville Campus and Fisher House. The SEC Network and NFL Network channels will be provided for Murfreesboro. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8. This is an open-market combined synopsis/solicitation for TV Signaling Services (DirecTV) as defined herein. The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
