Description
United States Department of Energy Synopsis Oak Ridge Reservation Cleanup Contract Procurement This notice is considered to be a synopsis in accordance with FAR Subpart 5.2 for the Oak Ridge Reservation Cleanup Contract (ORRCC) procurement. Within 15 to 60 days from the date that this notice is published, the U.S. Department of Energy (DOE) anticipates the issuance of a Draft Request for Proposal (RFP), 89303319REM000047, for the ORRCC. The 33,000 acre Oak Ridge Reservation (ORR) is located in East Tennessee and was established in 1943 as part of the World War II Manhattan Project to support development of the first atomic weapon. The ORR includes three sites: Y-12 National Security Complex (Y-12), Oak Ridge National Laboratory (ORNL), and East Tennessee Technology Park (ETTP). The ORRCC contractor will provide services to continue the safe, secure, compliant, and cost effective environmental cleanup of select areas within the ORR. Critical scope covered under this contract includes services for decontaminating and demolishing hazardous and radioactively contaminated excess facilities at Y-12 and ORNL; remediating contaminated environmental media across the ORR; operating and maintaining gaseous and waste water treatment systems; treating and/or disposing of legacy low and mixed low-level wastes; constructing a new Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) low-level waste landfill; operating and maintaining the new and existing CERCLA landfills and the ORR landfills located at Y-12; implementing risk reduction actions and surveillance and maintenance of Environmental Management (EM) facilities and sites at Y-12 and ORNL, including the Transuranic (TRU) Waste Processing Center (TWPC) and related TRU waste storage facilities at ORNL; conducting limited transfers at the TWPC to support shipments of remaining TRU waste to the Waste Isolation Pilot Plant; interfacing with multiple federal and contractor entities from the EM, NNSA, and Science programs to accomplish cleanup without impacting ongoing site missions; interacting and coordinating cleanup objectives with regulators and other stakeholders; and performing other activities in support of ORR cleanup including project management, reindustrialization support, post closure/long-term stewardship, and environmental monitoring. The new contract resulting from this acquisition will replace the ETTP Contract that expires on July 31, 2020, and will include limited elements of other EM work remaining on the ORR. This procurement will be 100% full and open competition. The Government does not intend to acquire a commercial item or service using FAR Part 12. The North American Industry Classification System (NAICS) code for this requirement is 562910, Environmental Remediation Services, and the small business size standard is 750 employees. DOE intends to conduct a pre-solicitation conference, site tour, and one-on-one sessions with interested parties for this procurement. Interested parties are encouraged to review the Draft RFP prior to the pre-solicitation conference, site tour, and one-on-one sessions. At this time, DOE anticipates scheduling these activities approximately three weeks after issuance of the Draft RFP.
