Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95019Q00214 and the solicitation is issued as a Request for Quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) for 8,000 specific, unique small molecule compounds from ChemDiv, Inc., 12760 High Bluff Drive, Suite 370, San Diego, CA 92130. ChemDiv is the only source for these specific and unique compounds. ChemDiv manufactures these compounds and does not redistribute for reselling. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, effective June 5, 2019. (iv) The associated NAICS code 325414 and the small business size standard 1,250 employees. DESCRIPTION (v) NCATS requires 8,000 specific and unique small molecules for the Genesis screening library. The 8,000 small molecules must: 1. Be delivered as 800uL, 10mM DMSO stock in barcoded tubes provided by NCATS. 2. Have a guaranteed purity of >90% (accuracy +/-5%) that is to be confirmed by NMR and/or LCMS spectra. 3. Be designed around analysis of available chemical and biological information, identification of key pathways modules/targets, computational and "wet biology" assessment of target druggability and potential binding domains. For the list of 8,000 specific and unique small molecules, please contact Kimberly Espinosa at kimberly.espinosa@nih.gov. The contractor must also provide the following electronic information for each required molecule. This information shall be provided via email email referencing individual compound vial barcodes. 1. Chemical structure or simplified molecular-input line-entry system (SMILES) or equivalent chemical structure information 2. Supplier ID 3. Plate ID 4. Well location 5. Tube ID 6. Concentration in millimolar 7. Volume in microliters (vi) Delivery must be made within six (6) weeks after receipt of vials from NCATS. Delivery must be made to the below address with FOB Destination, to a point of contact specified on the purchase order. 9800 Medical Center Drive Rockville, MD 20850 NOTE: Molecules must be provided to NCATS in racks of barcoded Matrix 3711 racked tubes with column 1 removed that shall be provided by NCATS at time of award. Contractor will apply barcodes, supply a platemap, and will apply Matrix 4430 capmats to seal the tubes after filling. (vii) The anticipated award date is July 15, 2019. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. (xii) The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xiii) Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, product or catalog number(s); product description; what the warranty covers; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. The Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by 11:59am EDT on Wednesday, July 10, 2019, and reference solicitation number 75N95019Q00214.
