Description
The U.S. Army Contracting Command-Rock Island (ACC-RI) is issuing a Sources Sought/Noticte of Intent to negotiate a sole source procurement under statutory authority 10 U.S.C. 2304(c)(1), set forth in Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The applicable NAICS code is 541511 with a size standard of $27.5 million. ACC-RI intends to make an award to Willco Tech LLC, 17 S Main St Ste 201, Akron, OH 44308-1803, for IASTAR software licenses and related support for the Army Training & Certification Tracking System (AT&CTS). Market research was performed and information gathered in determing this company to be the only source for this requirement. In accordance with (IAW) FAR 5.207(c)(15), the proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2). This notice does not constitute a solicitation-a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB)-and does not restrict the Government in any way regarding its ultimate acquisition approach. This notice of intent to award is not a request for competitive proposals; however, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by ACC-RI. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow ACC-RI to determine if the party can meet all of the requirements. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within discretion of the Government. No phone calls will be accepted.
