- VHAPM Part 808.405-6 Limiting Sources Attachment 1: Justification for Limiting Sources for Micro-Purchase Threshold up to the SAT VHAPM Part 808.405-6 Limiting Sources Page 1 of 3 Original Date: 08/30/2017 Revision 01 Eff Date: 04/23/2018 DEPARTMENT OF VETERANS AFFAIRS FAR 8 Justification for Limiting Sources (LSJ) For Limiting Sources (<SAT) Acquisition Plan Action ID:__ 652-19-3-037-0169 ___________________ Contracting Activity: Department of Veterans Affairs (VA), VISN 06, Hampton VA Medical Center, 100 Emancipation Drive, Bldg. 27, Hampton, VA 23667 Description of Action: The Richmond VAMC has a need for IBRIGHT FL1000 IMAGING SYSTEM in support of veteran care and support of on-site lab. The IBRIGHT FL1000 IMAGING SYSTEM is manufactured by Thermo Fisher Scientific, and has identified Fisher Healthcare as the exclusive VA supplier if its Imaging system. Order against: FSS Contract Number: ___ GS07F161BA ________ Name of Proposed Contractor: Fisher Healthcare Street Address: 11450 COMPAQ CNTR DR W STE 570 City, State, Zip: HOUSTON, TX 77070-1445 Phone: 800-640-0640 Description of Supplies or Services: The estimated value of the proposed action is $ This Machine can uniquely perform the following tasks all in one package 1.Imager System can uniquely identify multiple analysis frames and then assigns and quantifies lanes and bands for each analysis frame independently. 2. Minimum four color detection 3. The Imaging system must allow multiple gels or membranes to be imaged and analyzed simultaneously with minimal user input and manipulation. 4. The Imaging system must feature real-time calculation of the projected Western blot image with adjusted exposure time and allows further exposure-time refinement through direct user input. 5.Touch screen interface to set up experiments 6.Include software for analysis both on the system and online. 7.No requirement for a separate computer. 8.The Imaging System must use a combination of high-quality long-life epi-LEDs for fluorescence imaging applications and broad reagent compatibility. 9.Auto Analysis, mechanical image rotation and instrument software that allows user to save pre-defined analysis settings for auto-exporting run data into their format of choice. 10. The imaging system must be able to use fluorescent reagents in combination to allow 4-color fluorescence western blot multiplexing 11.Instrument installation does not require dye calibration 12.The Imaging Systems software must allow for instantaneous lane and band identification on the device. 13. 64GB storage 14. Vendor is able to supply all the necessary consumables to perform quantitative fluorescent imaging, including thousands of prelabeled antibodies. 15. The Imaging system must be able to analyze Protein gels, Fluorescent blots, Nucleic acid gels and Chemiluminescent blots Authority: ORDER AGAINST FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. The original order was not previously issued under sole-source or limited-sources procedures (FAR 8.405-6(a)(1)(i)(C)); or Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer (FAR 8.405-6(b)). Rational/explanation to support cited authority:. This system will be used to analyze protein samples from such sources as; blood, Tissue collected from mice and from samples generated by tissue culture. The equipment has multi-modal image capture for protein blots, nucleic acid gels, and various screening. The equipment does not require external computing to function. Fisher is the sole distributor, owner and patent holder of requested equipment. BRAND NAME ONLY: This buy is estimated to exceed $25,000 and this documentation will be posted as intent to sole source on e-Buy, as required by FAR 8.405-1(e). Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
