- NAVFAC Pacific Construction Contracts Branch is providing the draft plans and specifications (P and S) for industry review and comment. The draft P and S is being released as part of the Government ™s efforts to improve the understanding of Government requirements and industry capabilities prior to issuance of a Request for Proposal (RFP), thereby allowing potential offerors to judge whether or how they can satisfy the Government ™s requirements, and enhancing the Government ™s ability to obtain quality construction, at reasonable prices, and possibly increase efficiency in proposal preparation. The draft P and S is for the construction of two earth covered magazines (ECMs) and an ancillary explosive facility for loading and unloading munitions at Royal Australian Air Force Base (RAAF) Tindal, Australia. Standard design and construction methods will be used to accommodate the mission of the facility and will include all necessary supporting facilities for a complete and usable project. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. The facility must also be able to withstand wind loads and seismic effects as prescribed in applicable codes and design guides. Facility design shall comply with Australian Building Code requirements and the DoD Unified Facilities Criteria (UFC) 1-202-01. The Building Code of Australia and Manual of Fire Protection will be applied for fire protection requirements to ensure local fire services can utilize fire protection infrastructure. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. The cost is estimated to be between $5M and $10M. The solicitation (if any) and resulting contract (if any) will be subject to the Federal Acquisition Regulations (FAR) and supplemental U.S. Department of Defense and Agency Acquisition Regulations. The draft P and S can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN62742EARTHCM. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the RFP drawings. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the drawings. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the drawings. Any comments received in regard to this requirement may be taken into consideration in the development of a final P and S (if any). The Government will not provide responses to comments received. Issuance of the draft P and S shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this draft P and S or otherwise pay for review or comments. Unsolicited proposals will not be accepted. All information will be held in a confidential manner and will only be used for the purposes intended. Comments shall be provided with complete information as the Government will not seek clarification of information provided. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. The responses are due to NLT than 2:00 PM HST on 17 July 2019. Responses shall include the following: organization, name, mailing address, phone number, and e-mail of designated point of contact. Proprietary information will not be accepted. The Government intends to use various Navy personnel and possibly an architect-engineering firm to review and evaluate any responses to this announcement. Not responding to this announcement does not preclude participation in any future solicitation, if any is issued.
