- Purchase FLIR GF620 high-resolution, handheld IR camera Notice of Intent to Sole Source General Information: Solicitation Number: 68HE0219Q0013 Classification Code: 66 “ Instruments and Laboratory Equipment Set Aside: N/A NAICS Code: 334513 “ Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables Contracting Office Address: U.S. Environmental Protection Agency (EPA), Region 2, Contracts Management Branch, 290 Broadway, New York, NY 10007. Description: The US Environmental Protection Agency (EPA), Region 2 intends to issue a purchase order, on a Sole Source basis, to FLIR Systems, Incorporated for FLIR GF620 w/24 ° Fixed Lens, 640x480, cooled optical gas imaging handheld camera, under the authority of FAR 6.302-1. This procurement will be in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are not being requested and a written solicitation will not be issued. EPA has purchased FLIR Infared (IR) cameras for all of its Regional Offices and selected State partners. EPA has determined that FLIR Systems, Incorporated is the only source of IR gas-imaging cameras that can satisfy EPA ™s requirement. Within EPA, the IR user community, among regulators, has standardized with FLIR products. The required camera is specific to and compatible with EPA ™s investigative procedures for air toxics and VOC gas detection monitoring. EPA has a need for a camera with the following mandatory minimum requirements which are essential to the government ™s needs. a. The mid-wave camera must be optical VOC gas imaging instruments with cryogenically cooled IR detectors and be capable of visualizing organic gases with IR absorptions in the mid-wave (GF620) IR regions. b. The camera must be carried by hand and have self-contained video recording capability. c. The mid-wave camera must have a near-field lens and be capable of accepting a telephoto lens attachment. d. The cameras must have the ability to display the apparent temperatures exclusively within the IR spectral region of the camera ™s design which can be read from user-selected pixels in the viewfinder. This notice is not a request for competitive quotations. However, any firm believing it capable of meeting EPA ™s requirements may submit technical documents to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact, name below, within 10 calendar days of the posting of this notice. Information received will be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. A determination not to compete this requirement based upon responses to this notice is within the discretion of the EPA.
