36C26119Q0828 Page 4 of 31 RFQ: 36C26119Q0828 CPAP/BiPAP Philips V30, or Equal This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation. This is a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-101. The North American Industrial Classification System (NAICS) code for this procurement is 339112 with a small business size standard of 1000 employees. This solicitation is a 100% set-aside for Service Disabled Veteran Owned Small Businesses. Department of Veterans Affairs, Network Contracting Office 21, is soliciting offers from Service Disabled Veteran Owned Small Businesses (SDVOSBs) to supply the VA Sierra Nevada Healthcare System, VA Medical Center Reno with CPAP/BiPAP equipment as described and defined herein. Respondents to this solicitation must fully demonstrate their capability by supplying detailed quote information along with any other documents necessary to support the requirements below. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. A simplified comparative analysis of offers will be conducted in accordance with FAR Part 13. Offers will be compared to one another to identify the quotation whose combination of technical features and price offers the best overall benefit to VA. Offers shall be submitted via email to angela.xavier @va.gov by July 15, 2019 at 4:00 pm Pacific, and must contain 3 Volumes; Volume 1. Technical Features. Explain all technical features. In addition, describe if you are supplying the brand name item or an "or equal" product. If you are proposing an "or equal" product, provide product literature in accordance with 52.214-21. Volume 2.
