- Description
- The Government has a requirement for software maintenance and engineering services (SM&ES) to support sustainment of the AN/ASQ 177A (V), Situational Awareness Data Link (SADL) receiver transmitter and follow on types as may be required. The resultant contract will be as follows: Basic 12-Month Period, Four (4) 12-Month Ordering Periods and a Six (6) month Option to Extend Services (FAR 52.217-8). This will be a total of 66 month strategy for an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. This effort will be for services that include but are not limited to Program Management, Field Service Support, Software Sustainment, Cybersecurity, Help Desk, Training, Technical Lab Support, Block Cycle Change (BCC), Variable Engineering, Travel and Data for the Continental United States and outside the Continental United States. A mixture of contract types to include Cost Reimbursement (CR) and Firm Fixed Price (FFP) will be used. Electronic procedures will be used for the solicitation which will be posted at www. fbo.gov. The estimated solicitation issue date is 14 December 2018 with a response date of 18 February 2018. The sole source contractor is Raytheon Company, Fullerton, CA, CAGE Code 07KA5. The Government does not own the data for this procurement. The Government intends to award this contract on a sole source basis under authority 10 U.S.C. 2304 (c)(1), supplies or services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one or a limited number of sources under the authority of FAR 6.302. A determination by the Government was not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Foreign participation is not permitted at the prime contractor level. All potential offerors should contact the buyer/PCO identified above for additional information and/or to communicate concerns, if any, pertaining to this acquisition. If your concerns are not resolved by the contracting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals.
