- NOTICE OF INTENT TO AWARD A SOLE SOURCE ACTION THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES: This is a Notice of Intent to Award a Sole Source purchase order under Federal Acquisition Regulation (FAR) Part 13.106- 1(b). The U.S. Environmental Protection Agency (EPA), Office of Acquisition Solutions (OAS) Washington, D.C. intends to award a Sole Source purchase order to Specialty Underwriters, LLC. It has been determined that Specialty Underwriters LLC is uniquely qualified to satisfy the Government's requirements. This is to provide maintenance support plan for a Thermo Fisher Scientific TSQ 8000 Triple Quadruple GC/MS/MS and system components including a Triplus RH Autosampler and Trace 1310 Gas Chromatograph. These services are key components for the Office of Research and Development and to the EPA. Notwithstanding, any interested company who believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement by the response date and time using FedConnect (no emails, faxes, mail, and/or phone calls will be accepted or responded). Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the government. This posting also serves to synopsize the use of option periods for this requirement as follows (anticipated dates): Base Period: 07/08/2019 to 07/07/2020 Option Period 1: 07/08/2020 to 07/07/2021 Option Period 2: 07/08/2021 to 07/07/2022 NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (04-JUL-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
