- Sources Sought Notice Number 36C26219Q0935 This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (GSA Schedule Holder, hubzone, 8(a), small business, small disadvantage, veteran owned, women owned or service disabled veteran owned small business relative to NACIS 811412 (size standard of $15 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the Fedbizopps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Veterans Affairs, Network Contracting Office, is seeking sources to provide landscaping upgrade for the VA Loma Linda Healthcare System (VALLHS). (See complete Statement of Work (SOW) below. If you are interested, and capable of providing the required services, please provide the requested information as indicated below. Response to this notice should include company name, address, phone number, and point of contact, size of business pursuant to the following questions: (1) Is your business small (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section (8(a) of the Small Business Act? (4) Is your firm a certified Hubzone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified service-disabled veteran owned small or veteran owned small business? (7) Capability statement. Responses to this notice shall be e-mailed to the attention of Alfreda Hunter at: Alfreda.hunter@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than 4:00 p.m. July 10, 2019. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. SCOPE OF WORK: The Contractor shall provide landscaping upgrade of the VA Medical Center outpatient pharmacy located at VA Loma Linda Healthcare System (VALLHS), 11201 Benton Street, Loma Linda, CA 92357. The Contractor shall provide all labor, material, equipment, tools, supervision, and installation to accomplish the landscaping service. The contractor shall ensure that all existing material will be removed offsite and disposed of by the contractor. The Contractor shall ensure the irrigation termination points will be secured to ensure no leaks are present. The Contractor shall perform all necessary grading of the area estimated to be about 13,100 square feet. All existing soil and material will be removed off site by the contractor. Irrigation existing lines will be evaluated and repaired as necessary. An estimated 450 sf. of 3 mainline irrigation line will be connected to the existing irrigation lines by the emergency room department. The system shall be a subterranean drip system. All irrigation wiring shall be tied into the existing controller at the emergency department and will be compatible with the existing system. An as built drawing will be furnished by the contractor along with controller charts. Plants used for the project will be in accordance with the VA Loma Linda Master landscaping plan. Plants will be drought tolerant. Three inches of Southwest Brown stabilized decomposed granite will be supplied and installed. Estimated amounts will be determined per job walk. Existing concrete planter on east side of the building will be filled with a bioswale mix. Form and pour three concrete pads for future bench seating areas. Pads shall be a minimum of four feet wide, eight feet long, and four inches thick. #4 rebar shall be used 18inches on center in both directions for strengthening. The Contractor shall provide three months of maintenance for all areas once the work is completed. QUALIFICATIONS: The Contractor shall provide documentation that demonstrates your company meets the following criteria: OSHA certified competent person (CP) (29 CFR 1926.20(b)(2) Offeror must possess a 30-hour OSHA safety card. (www.osha.gov) REPORTING REQUIREMENTS: Prior to the commencement of work, the contractor shall conduct a site walk with the Contracting Officer Representative (COR) and VA Interior Designer. The contractor shall establish and maintain a fire protection program in accordance with 29 CFR 1926. The contractor shall implement and maintain a dust control program. Contractor shall provide all documentation per Specifications and validated by the submittal registry to the COR prior to work.
