- This is a reuqest for information. It is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to: (1) Determine the level of interest which exists in the open market for providing the needed services; (2) Obtain information, needs, capabilities, constraints, capacities, and requirements of those potential providers of the needed service; and (3) Make use of this information to inform potential acquisition strategies that may be used to support the following services. Purpose: The purpose of this acquisition is to fund a new meta-analysis to update estimates of the Alcohol Attributable Fractions (AAFs) for fatal non-traffic injuries in the U.S., including deaths from air-space transport, aspiration, child maltreatment, drownings, drug poisonings (not alcoholic poisoning), fall injuries, fire injuries, firearm injuries, homicide, hypothermia, motor vehicle non-traffic crashes, other road vehicle crashes, occupational and machinery injuries, suicide, and water transportation. The results of this meta-analysis will provide critical information that can be used in the CDC's Alcohol-Related Disease Impact (ARDI) application ( www.cdc.gov/ardi ) to produce more accurate and timely estimates of alcohol-attributable deaths due to non-traffic injuries in the U.S. Background: (Please see the attachment) Requirements: The CDC Alcohol Program is seeking a contractor to systematically review published studies in peer-reviewed journals, and conduct searches of government reports (e.g., medical examiner's reports) and other "gray" literature to identify studies and reports documenting the proportion of these deaths that are alcohol-attributable (i.e., the proportion of these deaths where the decendant had a BAC of 0.10 g/dL or greater). The contractor also will be expected to consult with the CDC Alcohol Program on methodologic decisions, such as methods for assessing the quality of studies, eligibility criteria, and the analysis plan. Since this research involves the analysis of secondary data on decendents, no new data on human subjects will be collected. The study data also will be analyzed in aggregate, and no personally identifiable information will be reported. The primary deliverable will be the publication of the meta-analysis in a peer-reviewed journal, including updated estimates of the AAFs for fatal non-traffic injuries. Additionally, the CDC is seeking to obtain information, needs, capabilities, constraints, capacities, and requirements of those vendors and companies who do have an interest (or potential interest) in providing the needed services. Information provided should include: - Name, location, and size of company - Service and/or coverage area - Description of past experience in providing the personnel, equipment, materials, and supplies necessary to provide the services as described in "Requirements" above - Capability/ability to adhere to the details within this Sources Sought Respondants are cautioned that standard or generic marketing brochures may not provide sufficient and specific information to enable the government to evaluate capabilities.
