This is a SOURCES SOUGHT NOTICE ONLY. This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses, or Small Businesses (but will accept other than small business for market research purposes), capable of providing lab courier services for the Gulf Coast Veterans Health Care System, Biloxi, MS. See DRAFT Performance Work Statement for detailed description of services. The NAICS code is 492110 Couriers and Express Delivery Services and the Size Standard is 1,500 employees. Responses must be received by no later than 12:00 p.m. Central Time, Monday, July 15, 2019. Responses shall be emailed to rene.impey@va.gov. PURPOSE/SCOPE: The purpose of this contract is to provide Courier Service for the Gulf Coast Veterans Health Care System (GCVHCS), Pathology and Laboratory Medicine Service, located at 400 Veterans Avenue, Biloxi, MS 39531. The contractor shall provide all management, supervision, manpower, vehicles, and equipment, for immediate transport and delivery of containers to the designated destinations. All services shall be performed in accordance with terms and conditions of the contract. Pick-ups and deliveries will be made at/to locations specified in the schedule of services contained in the contract. Services shall be provided, in accordance with terms and conditions of the contract, during normal hours of pickup and delivery, between 6:00AM to 6:00PM, with mission critical hours from 6:00PM to 6:00AM, 24/7, 365 days a week, not to exceed the specified delivery amounts noted below. The courier route shall start and end at Biloxi. The contractor shall arrive at GCVHCS, Biloxi, MS, Building 3, Room 3B101 for pickups no-later-than 6:00 AM (local time), when needed. The contractor shall pick up laboratory specimens/samples (blood, urine, tissue, etc.), laboratory supplies (reagents, chemicals), patient records, forms, and any other items as required by the VA. The contractor is required to safeguard all VA property in their possession. The Contractor s employee(s) shall be responsible for the loading and unloading of the vehicle at each location with the various items picked up at the clinics and Biloxi, MS. 2. SERVICES PROVIDED 2.1. Contractor will make regular pick-up and deliveries each day, when needed. 365 days per year (inclusive of holidays) as needed for Laboratory Services, unless otherwise stated. Regular pickup and delivery is defined as two hours from GCVHCS staff call notification to pick up and delivery to final destination. 2.2. The laboratory service may call for a mission critical/emergency request pickup(s). This will only be in mission critical/emergency situations and should be billed as a separate line item on the monthly invoice. The mission critical/emergency deliveries will be made directly to or picked up from the laboratory at Building 3, Room 3B101. Emergency pickup and delivery is defined as 1.5 hours starting from GCVHCS staff call notification to pick up and delivery to final destination. 2.3. In the event the courier experiences mechanical or technical difficulties that may delay any of the runs, the contractor shall notify (as applicable) the laboratory 228-523- 4964. The driver is to make notification immediately to the laboratory depending on which Service/Department requested courier service, via phone call at the onset of mechanical or technical difficulties. 2.4. The contractor shall ensure that transport personnel be trained in appropriate safety and packaging procedures suitable to specimen type according to the Department of Transportation standards. 2.5. Most specimens are transported in 9 x 5 specimen bags. Coolers measuring 28 x12 x10 may be used in some pickup and delivery request. Laboratory personnel will supply ice bags for specimens requiring climate control. 2.6. It is recommended that the contractor s employees have a minivan or SUV to complete the courier services but not mandatory. These size vehicles have historically proven to provide enough space to accomplish the courier services due to the number of items being delivered. The contractor s vehicle must be climate controlled (with working air conditioning in the summer months and a working heater for the winter months) for the protection of specimens, etc. 3. QUALITY CONTROL/ASSURANCE 3.1. Quality Control. The contractor shall develop and maintain a quality control program to ensure the required services are performed in accordance with commonly accepted commercial practices and procedures identified in this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance and continual repeat of defective service does not occur. 3.2. Quality Assurance. The government will inspect and evaluate the contractor s performance to ensure services are received in accordance with requirements set forth in this contract. The Contracting Officer s Representative (COR) will be the individual primarily responsible for quality assurance. The COR may inspect by observing task performance, checking an attribute of a completed task, checking a management information report, or investigating customer complaints. 4. GENERAL INFORMATION 4.1 Federal Holidays. Courier service shall be available on Saturdays, Sundays, Federal holidays, and in the event VA provided transportation is unavailable.
