Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a RFI/sources sought only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 334510 (size standard of 1250 Employees). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is seeking sources that can provide the following. *** See Statement of Requirement below for details *** Scope of Work VA Saint Louis Health Care System Name Brand or Equal to MGC Diagnostics Platinum Elite DX Body Plethysmograph with RTD. 830008-902 726 Liter Plethysmograph Chamber with Spirometry, Thoracic Gas Volumes, Airways Resistance, Nitrogen Washout & Real Time Diffusion Capacity Includes: BreezeSuite Software,Windows 10 Pro All-in-One Computer, 3L Syringe, Startup Kit, Regulators for O2, DLCO & Calibration Gas, & One E Cylinder of Calibration Gas **Customer must provide H/K Tanks of 02 & DLCO Gas ** 800235-001, 536161-001 Includes: Environment Monitor (temp, humidity and pressure) & Interface Cable 800242-001 3 INKJET PRINTER 147612-309 5 Pulmonary Consult Software Option for Platinum Elite 147612-312 6 MultiUser Software Option for Platinum EliteĆ 147612-321 7 Electronic Signature Software Option for BreezeReview 900003-003 8 One Day Onsite Operator Training for up to 4 People Equipment Specifications Requirements System must be full-body, fully enclosed plethysmograph system System will feature full enclosure which seals around the patient for testing cycles System shall include permanent metal seat to ensure patient safety in sitting inside the device System shall be capable of also testing patients outside the enclosed field to address wheelchair bound patients System will allow patient to face the technologist and feature two-way communication during all testing No mechanical latches and full-automated sealing system System shall feature snap-in flow sensors that are non-electronic and have no moving parts Flow sensors should allow for single-use, sterilization, and/or use with a filter System shall allow for as much interior patient space as possible while not exceeding a total footprint of 38 inches of width or depth Preferred footprint is cylindrical due to space constraints in exam room Preferred zero-clearance rotating/turn-and-sit door access System shall at minimum allow for the following testing to be conducted: Spirometry (FVC, SVC, MVV), Bronchial provocation, thoracic gas volumes (TGV), airways resistance (Raw), respiratory mechanics (MIP/MEP), DLco, N2 Washout, SBN2 System weight shall be no greater than 375 pounds Installation Installation/assembly of the equipment in final location purchased will be completed by vendor representative All delivery and shipping costs included in contract price Computer Hardware/Software All computer hardware and software licensing required to operate unit will be included by vendor All software and operating systems shall be currently supported by the OEM of the product i.e. Windows based products must operate on Windows 10 Vendor will perform configuration and setup of system including full operational testing with VA resources Final reports from the system will be capable of pushing to and being stored in acceptable VistA Imaging format System shall self-monitor, self-diagnose, and self-adjust circuitry to simplify reliable operation Value Added Considerations Vendor provided extended warranty for repairs and maintenance of system Vendor to provide on-site training to clinical staff, 1-day multiple staff minimum Vendor provided discount for trade-in of existing, non-functional PFT equipment The information identified above are intended to be descriptive, not restrictive, and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications, or brand name equal. If you are interested, and are capable of providing the sought out supplies/services, please provide the requested information as well as the information indicated below. If you do, state how and what is altered; assembled; modified? Does your company have an FSS contract with GSA, VA NAC, NASA SEWP, or any other federal contract, that can be utilized to procure the requirement listed above? If so, please provide the contract number. Please submit your capabilities that show clear, compelling, and convincing evidence that you can meet the requirement described in the attached SOW.
