Description
Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 9531BM19R0011 This solicitation is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02. This requirement is issued under full and open competition. The associated NAICS code is 334516, "Analytical Laboratory Instrument Manufacturing". Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in other modes of transportation-highway, marine, railroad, and pipeline-to issue safety recommendations aimed at preventing future accidents. The NTSB Materials Laboratory, located in Washington, DC, conducts or coordinates all of the materials analyses in support of special studies and accidents investigated by each of the Safety Board's modal offices. Over the years, the Materials Laboratory staff has played a major role in the examination and evaluation of many high-profile component and structural failures. Prominent examples include the Boeing 787 lithium ion battery investigations, the TWA Flight 800 fuselage reconstruction, and San Bruno natural gas pipeline explosion. As part of the NTSB party system, technical experts from industry often visit the NTSB Materials Laboratory to participate in laboratory examination and provide technical expertise regarding manufacture and use of their products. This process also provides a unique opportunity for equipment contractors to have applied use of their equipment demonstrated to technical experts throughout the transportation industry.
