- The Federal Aviation Administration (FAA) intends to award a single source purchase order to Clear Align (Eagleville, PA). The Federal Aviation Administration Logistics Center (FAALC), in support of U.S. Customs and Border Protection (CBP), has a requirement for thermal imaging cameras, thermal imaging systems, and pan/tilt units in support of the Remote Video Surveillance System “ Upgrade (RVSS-U). The following components will be procured under this requirement: 23437-305V8 / VIDEO Encoder Assembly AXIS Q7424-R / 3ea 23479-304V8 / Laser Illuminator assembly with Frankfurt HSML-0830-050-PT Laser / 2ea 23479-308V8 / Laser Pointer Front Housing Assembly, White / 6ea 23479-303V8 RevA / Peak Beam Max Beam Spotlight Assembly, White / 2ea 23486-303V8 / Vector-100 Pan Tilt Unit, HD Enabled / 15ea 34900-01 / EO Payload, Hitachi KP-2005-S5 Camera and 500mm Lens / 7ea 23438-302V8 Rev A / Thermal Camera System, Model: Z-500, IR Lens: 100 to 500 mm Effective Focal length, Continuous 5x zoom, f/# 4 IR Detector: 640 x 480 pixel, InSb MWIR, 15 micron pitch with Long Life Cooler, Color: White, Video Format: NTSC / 3ea 34800-01 / EO Payload, Hitachi KP-2005-S5Camera and 2000mm Lens / 10ea 23479-302V8 / Thermal Camera System, Model: Z-750, IR Lens: 150 to 750 mm Effective Focal length, Continuous zoom, f/# 4 IR Detector: 640 x 480 pixel, InSb Detector, MWIR, 15 micron pitch with Long Life Cooler, Color: White, Video Format: NTSC / 13ea 34800-02 / HD EO Payload, Hitachi HDKP-2005-S5Camera and 2000mm Lens / 7ea 23499 / Loud Hailer / 1ea Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The FAA intends to purchase the thermal imaging cameras, thermal imaging systems, and pan/tilt units to maintain the existing RVSS-U system under its current configuration. The RVSS-U system is under strict configuration management by CBP and only the specific brand/model of replacement equipment cited above may be used on the system at this time. These items are proprietary to Clear Align and must be configured to and compatible with the existing RVSS-U system. The use of any other equipment would require extensive testing and configuration changes within the system baseline. The proposed NAICs code for this acquisition is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a size standard of 1,250 employees.
