- This Request for Quotations has been made available through electronic commerce to comply with the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416). NPS routinely posts RFQ ¿s with expected value between $15,000 and $25,000 at the federal government point of entry. Although this action has an expected value well below the $25,000 threshold, it is posted here to maximize opportunities for competition. The National Park Service, Mount Rainier National Park (MORA), has a requirement for new, unused 15kV rated high voltage cable for primary power distribution in accordance with the attached specifications. This solicitation is issued as a Request for Quotation (RFQ) under solicitation number 140P8319Q0061. This RFQ is a 100% total small business set-aside. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government. The Government will consider past performance in determining responsibility. The government reserves the right to make award without discussions. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 (effective June 5, 2019). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://www.acquisition.gov. The associated NAICS code is 335999 and small business size standard for this NAICS code is 500 employees. DESCRIPTION: 2 rolls of 2,500' 15kV rated high voltage cable for primary power distribution, Okoguard 163-23-3072 or equal (see attached specification sheet) delivered FOB destination to Longmire, WA 98397. PRICE SCHEDULE: Includes the brand name and product number with detailed specification sheet with quote. 2 rolls of 2,500 ft. each 15kV 1/0 cable $___________ per foot X 5,000 feet = _________________ Lump Sum Total DELIVERY REQUIREMENTS: Must be delivered FOB destination within 45 days ARO to Mount Rainier National Park, L201 Park Warehouse, Longmire, WA 98397. Deliveries accepted Monday through Friday, 8:00 am to 4:00 pm. CLAUSES & PROVISIONS: Attached. INQUIRIES: To ensure questions are adequately addressed and appropriate action taken prior to the submission of quotes, questions must be received no later than two (2) days prior to quotation due date shown in the RFQ or most recent amendment. Questions and/or comments received after this time may or may not be addressed prior to the solicitation closing date. Note: Amendment(s) to this solicitation answering any questions relative to these documents will be timely posted. Email question(s) to lisa_olson@nps.gov and reference the solicitation number in the subject line of the email, e.g., "140P8319Q0061 QUESTION-High voltage cable." WHEN AND WHERE TO SUBMIT QUOTE: Quotations must be received electronically at Mount Rainier National Park no later than Wednesday, July 17, 2019 at 2:00 p.m., Pacific Daylight Time. Anticipated award date is the week of July 21, 2019 or sooner. Quotes must be submitted to the point of contact listed below, referencing the solicitation number. WHAT TO INCLUDE IN QUOTE: Quotes must include the Standard Form (SF-18) with block 13-16 completed, and at a minimum the following information: 1)Price Schedule, to include price per foot for cable including shipping, and total price (note that this purchase is exempt from state and local sales tax). Price schedule may be submitted on included form or on vendors business form. 2)Information showing that offered items meet specifications. Documentation shall provide ample description and details (product brochures, photos and/or drawings etc., aptly depicting product features showing they meet requirements). 3)Standard Warranty information. 4)Delivery Schedule; number of days expected for delivery after receipt of order (ARO). 5)Name and remittance address of quoter and DUNS number. 6)Name, phone number, e-mail, and mailing address of your point of contact. 7)Signature of official authorized to bind your organization.
