- This is a SOURCES SOUGHT NOTICE ONLY. This SOURCE SOUGHT NOTICE is for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Network Contracting Office (NCO) 16 is seeking preferably Service Disabled Veteran Owned Small Businesses, or Small Businesses (but will accept other than small business for market research purposes), capable of providing WiFi services for the Gulf Coast Veterans Health Care System, Biloxi, MS, Outpatient Clinics located in Eglin and Panama City, FL (two locations in Panama City, FL). See DRAFT Scope of Work for detailed description of services. The NAICS code is 517312 Wireless Telecommunications Carriers (except Satellite) and the Size Standard is 1,500 employees. Responses must be received by no later than 12:00 p.m. Central Time, Wednesday, July 17, 2019. Responses shall be emailed to rene.impey@va.gov. SAM: https://sam.gov/SAM/ VETBIZ: https://www.vip.vetbiz.va.gov/ Vet 4212 (Veteran owned small Business are reminded of Reporting Requirements) https://www.dol.gov/agencies/vets/progams/vets4212 DRAFT-Gulf Coast Veterans Healthcare System WIFI Services Eglin, Panama City (Magnolia), Panama City, (R Jackson) SCOPE OF WORK Contractor to provide WIFI installation and services for the Gulf Coast Veterans Health Care System, Biloxi, MS, at the following clinics: Eglin Community Based Outpatient Clinic (CBOC), 100 Veterans Way, Eglin AFB 32542; Panama City Outpatient Clinic, 2600 Magnolia Drive, Panama City Beach, FL 32408; and Panama City Outpatient Clinic-R Jackson Behavioral Health Clinic, 140 Richard Jackson Drive, Panama City Beach, 32408. To include all labor, parts, materials, and travel required to provide 24/7 full service activation/ coverage for various buildings and numerous access points. This contract will be effective on or about October 1, 2019 through September 30, 2020, and will include three (3) option years. Currently, all buildings are connected and receiving satellite TV services. These buildings will need to be hard wired to connect to existing services. Eglin CBOC, 100 Veterans Way, Eglin AFB, FL 32542: Install 50 MBPS Ethernet Internet Access, approximately twenty-eight (28) Wireless Access Points (WAP), /29 IP Block, and Cisco Router in corridors. Panama City Outpatient Clinic, 2600 Magnolia Drive, Panama City, FL 32408: Install 50 MBPS Ethernet Internet Access, approximately twenty-eight (18) Wireless Access Points (WAP), /29 IP Block, and Managed Router in corridors. Panama City Outpatient Clinic-R Jackson, 140 Richard Jackson Drive, Panama City, FL 32408: Install 50 MBPS Ethernet Internet Access, approximately twenty-eight (8) Wireless Access Points (WAP), /29 IP Block, and Managed Router in corridors. VA authorized personnel who may contact contractor for repair service (Note: names to be provided at time of award) Network Contracting Office, Contracting Officer Chief Engineer General Engineer, Engineering M&O Supervisor, Engineering/Contracting Officer Representative Program Support Specialist, Engineering Administration Officer, Engineering Contractor shall be responsible for troubleshooting all equipment failures and shall notify the Contracting Officer Representative (COR) for any disruption of WIFI service, which may exceed 48-hours from the original service call. Contractor must notify and provide verbal or detailed written service report to the COR for any disruption of service, which exceeds 48-hours from the original service call receipt. Any defective WIFI cabling found inside the buildings shall be repaired or replaced by the Contractor. Any defective equipment; access points, routers, servers found within the buildings shall be repaired or replaced by the contractor. All parts and labor are covered under this plan, as stated above. The Contractor shall provide an open Metro E / EDI-50 comparable interface/connection to the Internet for guest internet service. The Dedicated Internet Access Service (DIAS) is to be used for Veterans and Guest Internet Access (VGIA). The Contractor is to provide a data circuit that is direct to the service provider. Speed needs to be 50Mbps up and 50Mbps down. The Contractor for any reason, is unable to meet the scheduled time for a deliverable, is required to explain why (include the original deliverable due date) in writing to the COR, including a firm commitment of when the work shall be completed. This notice to the COR shall cite the reasons for the delay, and the impact on the overall project. The COR will then review the facts and issue a response in accordance with applicable regulations. The contractor shall not commence performance on the tasks in this Scope of Work (SOW) until the COR has conducted a kick off meeting or has advised the contractor that a kick off meeting is waived. If field technicians are unable to repair faulty equipment in the buildings, and the contractor is non-responsive within 72-hours from original service call, the Government reserves the right to contract for repair service with another provider. Any repair service fees charged by an outside provider will be passed along to the contractor and shall be deducted from their monthly invoice (outside charges shall be deducted appropriately within the timeframe service was disrupted). All work shall take place during normal business hours (7:00 am 4:30 pm). All work shall be coordinated with the Project Engineer/Supervisor. In addition, all work shall be coordinated with any other construction activities taking place on the property. The contractor shall be required to follow the hospital regulations governing construction and infection controls.
