Description
The U.S. Nuclear Regulatory Commission (NRC) intends to enter into a noncompetitive purchase order with GeonX for Welding and Crack Modeling with MORFEO - VIRFAC. The authority to enter into a purchase order on a noncompetitive basis with GeonX is made under the authority of the Federal Acquisition Regulation 13.106-1 (b) which provides the contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. GeonX has developed a unique set of software tools to model welding processes and cracking using fine elements and extended finite elements. The MORFEO-VIRFAC solver developed by GeonX allows for large scale parallelization and does not require other finite element solver tools to be used to solve the problems developed. As such, the MORFEO-VIRFAC solver will allow to independently benchmark results obtained with current RES/DE/CIB tools. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC's needs stated above. Detailed capabilities must be submitted to the below address not later than the response date that appears in the Federal Business Opportunities. Telephonic responses and responses providing insufficient information for evaluation by the NRC will not be considered. A determination of whether to compete this requirement rests with Contracting Officer.
