Description
SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Prostate Ultrasound System The Department of Veterans Affairs, The Louis Stokes Cleveland Department of Veteran Affairs Medical Center, 10701 East Boulevard, Cleveland, Ohio 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.106 - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available, and VAAR 819.7007, Sole source awards to Service disabled Veteran-owned small business concerns. The VA intends to solicit and negotiate with Four Points Technology, LLC, 14900 Conference Center Drive, Suite, 100, Chantilly, VA 20151, for a Prostate Ultrasound System. Purchasing the BK Ultrasound, manufacturer BK Medical, allows for better patient care by allowing the physicians to reduce radiation field margins, thus lowering radiation toxicity to organs at risk. The procedures that can be performed using this equipment are standard of care for patients receiving prostate radiotherapy according to the new NCCN guidelines. The radiation therapy department is seeing an increased number of patients needing treatment for prostate cancer. With this increase in workload, as well as the change in standard of care, more patients are requesting the procedures performed with this equipment. Since we are unable to provide these services, patients are being outsourced to surrounding private medical centers at an increased cost to the VA. Other persons may identify their interest and capability to respond to this requirement by Monday July 15, 2019 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government.   A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
