- THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The US Geological Survey (USGS) has a potential need two tasks; Task one: locate and physically, come in contact with the barnacle. Task two: Complete recovery of the Barnacle, Sentinel V instrument and all peripheral equipment. The two general objectives/tasks are to locate the Barnacle and recover the barnacle to the deck of the vessel. To aid in the first task of locating the Barnacle, a small transponder or pinger was attached to the fiberglass mount. The transponder constantly sends a series of pings into the water column at a set frequency. The transponder can be received by two different receivers; A deck mounted unit and an underwater unit which may be used by divers. The USGS has both the deck mount receiver and the diver receiver units available to the contractor for location of the Barnacle. The following are pictures of the Barnacle: 3.0 Applicable Documents Based on the scope and the technical requirements listed below, a team of divers will be required to search for the Barnacle. The contracting agency divers should be certified commercial divers from a recognized certifying agency and following applicable OSHA standards and protocols as outlined in 29 CFR Part 1910, Subpart T - Commercial Diving Operations. 4.0 Technical Requirements The performance of contract will include the use of a vessel suitable for location efforts of the Barnacle, recovery of the Barnacle to the deck of the vessel and return of the Barnacle to the shore/Dock. The following tasks are required: Task 1: Locating the Barnacle, with Diver being able to physically identify and contact the instrument. Task 2: Recovery of the Barnacle to the deck of a boat and returned safely to the USGS for data recovery. Tasks 2 is dependent on the successful location and physical identification of the equipment. The contractor is responsible for providing all equipment, supplies, staffing, and supervisions to ensure successful completion of tasks described above. This includes but not limited to: tools and equipment to locate and excavate the instrument, appropriately equipped vessel(s) with capabilities to hoisting the barnacle to the boat deck, skilled personnel, safety plans, and any additional tools and supplies necessary. Weather and sea conditions are key considerations to the safety of personnel. Communications (See section 5.0) are critical to operations and recovery of the barnacle. All schedules shall be coordinated with on-site USGS personnel. Wave heights greater than 6 feet are not be recommended for operations. From the time the contract is awarded to the completion of the contract shall not exceed 45-days. 5.0 Communications Communication between the contractor and the US Geological Survey and designated employees of the USGS San Antonio Branch will be transparent regarding all aspects of the contract. This is to include from the time the contract is awarded until the fulfillment of the contract is considered complete. Transparency between the contractor and the USGS shall include decisions regarding; timeline, weather conditions, best approaches, onsite decisions, locating the barnacle, recovery of the barnacle and all other aspects to successfully recover the barnacle and the data it holds. Onsite , is considered to be the general location of the barnacle based on the last known GPS location, the pinger locating information or any other information to benefit the barnacle recovery. Employees of the USGS will accompany the contractor during all aspects of onsite operations. Any aspect of onsite operations which may be considered detrimental to the recovery or the data of the barnacle will be discussed with the USGS and final determination to be made by the USGS. Prior to onsite operations, during onsite operations and post onsite operations communication between the contractor and USGS employees will be necessary. The communications between the contractor and the USGS will be considered as part of reporting requirement checklist in section 6.0 6.0 Deliverables The contractor shall provide deliverables in accordance with this performance work statement. Deliverables are the following; 1) Daily communications between the contractor and the USGS staff, on the status of recovery efforts. 2) Recovery of the Barnacle housing and the Sentinel V instrument, with no physical impact resulting from recovery. If contractor identifies another option for recovery during the recovery activities, the USGS will consider slight modifications. All business concerns who believe they can responsibly perform this requirement should submit the following information to the contracting officer no later than 3PM EST Tuesday, July 15, 2019: 1. Capability statement describing corporate expertise and technical qualifications in the work described above. 2. Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3. Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4. Point of contact information for vendor, Cage Code, and D&B Number. 5. Any other information that will prove the vendor is capable of performing the required effort. 6. Typical pricing models for projects, such as these, i.e. hourly, day, weekly rate, etc. Submissions should be emailed to Jerry Danso, Contract Specialist, jdanso@usgs.gov. The Government does not intend to award a contract based on responses received under this announcement.
