This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, dated 06-05-2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 811219, with a small business size standard of $20.5M. The Department of Veteran Affairs Northern California Health Care System (VANCHCS) is intending to negotiate a sole source award to FEI Company for preventative maintenance service contract for an FEI TECNA 10 Electron Microscope located at the VA Medical Center, San Francisco, California for a one year base period, plus two one-year option periods. Evaluation of Options: Except when it is determined in accordance with FAR 17.206(b) not to be in the Government s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by using the prices offered for the last option period to determine the price for a 6-month option period, which will be added to the base and other option years to arrive at the total price. Evaluation of options will not obligate the Government to exercise the option(s). (Option Year 2) 1 Year $ $ Total Price Quote $ STATEMENT OF WORK Background: The San Francisco VA Medical Center is requiring for a service maintenance agreement (SMA) for the FEI electron microscope. This electron microscope (EM) has been an essential piece of equipment and serves as the primary workstation for high magnification microscopy located at the San Francisco VAMC. The inherent purpose of this EM is to provide accurate and high- magnification images of various immunohistochemical preparations of biomedical research samples. These samples are for basic and clinical research, and at one point also served to analyze clinical/pathological samples. The Original Equipment Manufacturer, FEI Company, service engineers have been providing the preventative maintenance services for maintaining this equipment in accordance with the manufacturers standards. The equipment serves as a key component in the Cell Imaging Laboratories and Morphology Core Facilities. It is a highly utilized piece of equipment, and is required for the processing various biological and biomedical samples. Numerous publications and grants have been achieved using this confocal microscope. Scope: Contractor shall provide preventative maintenance services and software updates for a one-year base period with two one-year option terms for the FEI Tecnai 10 electron microscope workstation located at the San Francisco VA Medical Center. These services include (but are not limited to) fixing the workstation, installing and/or updating the graphical user interface, aligning the camera, mirrors, and objectives, checking the vacuum and cooling devices, and cleaning the gaskets and thumb screws. Equipment Location: The work will be performed in the Cell Imaging Laboratories and Morphology Core Facilities, located in Building 12, room B13 at the San Francisco VAMC.
