- LOWER DRY FORK TRAILHEAD CONSTRUCTION BLM-UT GRAND STAIRCASE-ESCALANTE NATIONAL MONUMENT The Bureau of Land Management (BLM) intends to award a single, firm-fixed price contract for Lower Dry Fork Trailhead Construction. The work to be done includes all labor, equipment, supplies, and materials to reshape and resurface portion of existing site road, construct new road, construct new parking area, construct new post and rail fencing, relocate and/or install government furnished kiosks, sign, and trail register, and other miscellaneous improvements. Also furnish all labor, equipment, supplies, and materials to reclaim 0.75 miles of the existing site road and the existing trailhead. The work under this contract is located in Kane County, Utah. The work site is approximately 30 miles southeast of Escalante, Utah, along Hole in the Rock Road. The contract period of performance is 60 calendar days from the notice to proceed, expected to be 10/15/2019 to 12/15/2019. This project will be 100% set aside for HUBZone Certified Contractors under the North American Industrial Classification System (NAICS) code 237310 with a small business size standard of $36.5 million average gross receipts for the past three years. Request for Proposal (RFP) under solicitation number 140L5719R0004 will be posted electronically at www.fedconnect.net on or about July 15, 2019, with solicitation closing date approximately 3 weeks later. These dates are subject to change. To obtain the solicitation and/or amendments/updates for this project, contractors shall monitor the solicitation at www.fedconnect.net. Interested parties shall periodically check for amendments and other changes to the solicitation documents. This service is provided for convenience only and does not serve as a guaranteed notification. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $100,000 and $250,000. Performance and payment bonds are required for all construction contracts exceeding $150,000. No bid bond will be required. To be considered eligible for award, vendors must be registered and have active profiles with completed representations and certifications in the System for Award Management (SAM) database (https://www.sam.gov).
