- SOLICITATION NOTICE FOR HARDSIDE EXPANDABLE LIGHT AIR MOBILE SHELTER N0018919Q0342 SYNOPSIS HELAMS FSC: 5810 Communications Security Equipment and Components July 10, 2019 N00189 NAVSUP Fleet Logistics Center Norfolk; 1968 Gilbert Street, Suite 600 Norfolk, VA 23511-3392 The NAVSUP Fleet Logistics Center (FLC) Norfolk Contracting Department, intends to solicit and negotiate with only one source under the authority of FAR 6.302, a firm-fixed price procurement action with AAR Mobility Systems utilizing procedures under FAR Part 12 Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The acquisition department s small business office concurs with this determination. The applicable NAICS is 334290 Other Communications Equipment Manufacturing. The size standard is 750 employees. This requirement is for a Hardside Expandable Light Air Mobile Shelter (HELAMS) to support mission readiness as required by the Commander, U.S. Navy Central Command in Bahrain. This synopsis notice is NOT a request for competitive quotations; however, all responsible sources may submit a capability statement or quotation within five (5) calendar days of the date of this synopsis, which will be considered by the agency. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written responses advantageous to the Navy are received within five (5) calendar days after publication of this notice, AAR Mobility Systems will be solicited to provide the required supply. A complete Request for Quotation (RFQ) package will be available for downloading at the Navy Electronic Commerce Online (NECO) website: http://www.neco.navy.mil on or about 10 July 2018. DO NOT use the Submit Bid button on NECO to submit your quotation for the upcoming solicitation. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting a quotation, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. By submission of a quotation, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
