THIS ANNOUNCEMENT BEST VIEWED/DOWNLOADED FROM FAA CONTRACT OPPORTUNITIES WEB SITE, HTTPS://FAACO.FAA.GOV, KEYWORD: 19-R-00228. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for a Sleep Deprivation Study for Aviation Research Comparison Across Multiple Types of Sleep Deprivation . All work shall be accomplished in accordance to the Statement of Work. The Federal Aviation Administration (FAA) Civil Aerospace Medical Institute (CAMI) is interested in procuring a sleep research laboratory source for neurobehavioral data and biological sample acquisition, as well as personnel expertise, for sleep impairment biomarker identification and understanding in accordance with the Screening Information Request (SIR), Statement of Work (SOW), and associated documents. Your attention is directed to Sections L and M of Screening Information Request (SIR)/Request for Offer (RFO) 6973GH-19-R-00228 for instructions for preparation and submission of proposals. This procurement is not a set-aside. The NAICS code applicable to this requirement is 541720, Research and Development in the Social Sciences and Humanities. The business size standard for this NAICS is $20.5M. Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers (July 24, 2019). Reference AMS Clause 3.3.1-33, paragraph (d), if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror. Proposals must be received electronically by the FAA Contracting Officer, stephanie.riddle@faa.gov, no later than 12:00 p.m. CT, July 24, 2019. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 12:00 p.m. CT, July 24, 2019, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
