Description
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Impact and Explosion Effects Branch (IEEB) has a requirement to purchase FS-17 control units and firing modules for ongoing explosive testing at Fort Polk, LA. The ERDC intends to issue an award to Teledyne RISI, Inc., P.O. Box 359, Tracy, CA 359 (CAGE Code: 3K871), on a sole source basis. It has been determined that the required the FS-17 control units and firing modules are the only products that meet requirements of safe operation in a field environment are compatible with the firing system owned and operated by the IEEB. Teledyne RISI is the only manufacturer of these products. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 325920 with a size standard of 750 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to janalyn.h.dement@usace.army.mil. The solicitation number shall be included in the subject line of e-mail submissions. Responses must be received no later than 12:00 p.m. CST on July 15, 2019.
