- Notice of Intent to Sole Source: Core Business Surveys - SHEP IDIQ TO 9 FBO Notice: 36C77619Q0171 The Department of Veterans Affairs (VA), Program Contract Activity Central (PCAC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source Available, no other source will satisfy agency requirements. The VA intends to solicit and negotiate with Ipsos Public Affairs, LLC., 301 Merritt 7, Norwalk, CT 06851 USA; to provide the headquarters for the VHA Survey of Healthcare Experiences of Patients (SHEP) program. The SHEP program uses the Consumer Assessment of Healthcare Providers and Systems (CAHPS) family of surveys as the industry standard approach to measuring patient experiences of care and to support the goal of benchmarking VHA performance against private sector healthcare. Since 1995 variants of the SHEP program have focused on evaluating high volume healthcare services represented by patients receiving VA ambulatory care or discharged inpatients. The NAICS code for this procurement is 541910 and the Small Business Administration Size Standard is $15 Million. If you believe your company is a responsible source for meeting the requirement, please submit a capability statement if interested with the requested information. However, responses to this notice will not be considered adequate responses to a solicitation. Determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
