Description
U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0028. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2019-03, effective July 12, 2019. This requirement is set aside for small businesses. The North American Industrial Classification System (NAICS) number is 336612, Boat Building and the business size standard is 1,000 employees. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. The U.S. Fish and Wildlife Service is requesting quotes to purchase a boat with the following specifications: KingFisher 2425 Escape HT OR EQUAL (outfitted to be ¿water ready ¿) AND 1 Yamaha outboard motor 115 hp, Model F115XB OR EQUAL AND 1 Yamaha outboard motor 115hp, Model LF115XB OR EQUAL AND Trailer Other alternative boat models: Hewes Craft Ocean Pro 240 HT OR EQUAL or NorthRiver SeaHawk Hard Top 24 OR EQUAL Primary uses for the boat will include: 1. Transporting personnel and gear to and from research camps up to 120 miles from home port of Kaktovik. Boat must be able to carry at least 6 people and gear, have adequate fuel capacity to make long trips, be capable of handling rough seas, and be durable for pushing through sea ice and beaching on rocky islands. 2. Visitor/polar bear monitoring in the lagoons surrounding Kaktovik. Boat must be capable of accessing shallow lagoons and be easily maneuverable at slow speed for avoiding polar bears (twin engines with hydraulic jack plates allow for quickly spinning a boat in shallow water). Additionally cabin must have a heater and window defrosters for clear viewing in extreme weather. Cabin should also overhang cockpit for external viewing in rain and snow. 3. Assistance with search and rescue and spill response operations. Boat should have search lights and cockpit lighting, re-boarding ladder and transom door. Base Boat Specifications: ¿ Overall length: 26-27ft ¿ Centerline length ~24 ft ¿ Beam: 102 ¿ ¿ Minimum bottom thickness 0.190 ¿ Minimum side thickness 0.125 ¿ Minimum fuel capacity 90gallons Boat Features: ¿ Fully enclosed, hard top cabin with ¿walk through ¿ windshield door and locking bulkhead door ¿ Interior Seating for 6 people (two captain ¿s chairs and two extra-large bench seats) ¿ Cabin Heater/window defroster ¿ Insulated cabin ¿ Hydraulic ¿jack plates ¿ for vertically raising outboard motors ¿ Hydraulic Trim tabs ¿ Cabin roof rails ¿ Swim ladder ¿ Transom fish box ¿ Removable bow rails OR without bow rails ¿ Transom door to swim step Electrical Features ¿ Dual battery system with Master switch isolation ¿ Marine Radio, integrated with GPS for emergency location transmission capability (Garmin VHF110 or equivalent) ¿ Integrated Sonar/GPS/Radar Chart Plotter (Garmin 742XS or equivalent),, transom mounted transducer (Garmin GT51M or equivalent) and radar (Garmin GMR 18X or equivalent) ¿ Horn ¿ Windshield wipers ¿ Bilge pumps (minimum 2, at least one automatically activated and at least one manually activated) ¿ Interior and exterior LED lighting ¿Water Ready ¿ extras: ¿ Fully rigged claw anchor with minimum 200 ¿ line and chain. ¿ Dock bumpers ¿ Bow and Stern lines ¿ Fire extinguishers and safety gear ¿ Inflatable tender raft to fit atop cabin Outboard motor specifications: ¿ Two outboard motors, one clockwise rotating, one counter-clockwise rotating (F115XB and LF115XB) ¿ 4-stroke engines (required for use in lagoons around polar bears) ¿ Minimum horse power to rating ratio (Total HP of outboards/Maximum HP rating for boat): 0.7 ¿ Power steering ¿ Fuel water separators Trailer Features: ¿ Trailer brakes ¿ Spare tire Delivery: Boat, motor, and trailer must be delivered to Kaktovik, AK by Sept. 1; or to Fairbanks, AK by July 20. The basis for award is Best Value to the government.
