- This proposed Invitation for Bids (IFB) is made using the procedures of Federal Acquisition Regulation (FAR) Part 14, Sealed Bidding. The National Park Service (NPS), Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO), will evaluate bids in response to this proposed solicitation, without discussions, and contemplates awarding a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation. Award is restricted to total small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The IFB will be set-aside for 100% for Small Businesses under NAICS Code: 237110, Water and Sewer Line and Related Structures Construction, with a SBA size standard of $36.5 million. Note: Performance of Work by Contractor - FAR clause 52.219-14, Limitation on Subcontracting applies. Based on the selected NAICS code, the Contracting Officer considers the work as "Construction by special trade contractors" therefore: "The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees." Base Price - Lump sum to install water service taps at eight locations along existing park waterline including directionally drilled waterlines and electrical conduits, water meters at four locations, installation of post hydrants and garden fountain assemblies; connection of new service lines to buildings; connection of electric service to garden fountains; misc. valves, curb stops, and misc. fittings; topsoil, fine grade, seed, fertilize, and mulch disturbed turf areas. Option Item A - Replace manually read water meters with remote read meters. Option Item B - Add drinking fountain installation at tap 3 including aggregate base, concrete slab, installation of drinking fountain with jug filler. Option Item C - Add cleaning and inspection of three underground water storage tanks. Option includes replacing vent pipe, installing ultrasonic water level indicators, installing new float switch in tank, conduit and wiring to pump house to existing pump controller. Option Item D - Add four additional archeological shovel test pits. The NPS considers the magnitude of this requirement to be between $250,000 and $500,000 - inclusive of all options. The location of the work is at the Saint Gaudens National Historical Site, Cornish, NH. Contract performance shall be completed no later than 11/30/2019. Wage Determination NH20190020 applies and is attached hereto. Information on conducting a site-visit is found in FAR clause 52.236-27, Site Visit, herein. See the Project Specifications section, attached hereto, entitled "Temporary Facilities and Controls" for information concerning any facilities, such as utilities, office space, and warehouse space, to be furnished during construction. There is no planned Prebid conference. See Special Instruction #1 through Special Instruction #5 for provisions concerning delivery of bids, bid package contents, and award.
