Description
The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price contract to The Boeing Company (TBC) (CAGE 76301) of 6200 McDonnell Boulevard, St. Louis, MO 63134-1939, for Engineering Change Proposal (ECP) 6519, "Life Support System Integration (LSSI)" and the installation of ECP 6506 "Cabin Pressure On-board Oxygen Generating System (OBOGS) Monitoring System (CPOMS)". The LSSI program will provide the F/A-18 platform with a Life Support System comprised of complimentary systems integrated with each other and the aircraft to provide appropriate cautions and warnings, maintenance information, and post flight data review capability. The supplies and services include the tasks necessary to develop, upgrade, redesign, procure, integrate, and install a life support system in the F/A-18 and EA-18G aircraft. This contract action will develop a new life support system that will include an LSSI controller, Enhanced Capability Concentrator (ECC), wiring, and sensors. The contract action will also provide aircraft integration for the LSSI controller, ECC, CPOMS, Enhanced Emergency Oxygen System (EEOS), sensors, mission computer, maintenance card, and Deployable Flight Information Recording System (DFIRS). This new system will allow data to be displayed and recorded on the aircraft and provide the appropriate cautions and warnings, maintenance information, post flight data review capability, and emergency oxygen activation for F/A-18 and EA-18 G aircraft. Additionally, in OBOGS capable aircraft, the LSSI will supply the correct amount of oxygen concentration to the pilot at various different flight conditions in order to prevent physiological episodes. This contract also includes the installation of ECP 6506 CPOMS modifications on up to 1072 aircraft using contractor field teams (CFTs). This modification is a replacement of the current F/A-18 analog cockpit altimeter with a digital gage. This gauge measures and monitors cabin pressure relative to the pressure schedule, OBOGS output pressure, and OBOGS output partial pressure of oxygen and provides appropriate cautions and annunciations to aircrew. The F/A-18 aircraft life support system must be redesigned to meet OBOGS input specifications as stated in the FY 2019 National Defense Authorization Act (NDAA), Section 127 "Modifications to F/A 18 Aircraft to Mitigate Physiological Episodes". In addition, Section 153 Certification On Inclusion of Technology to Minimize Physiological Episodes" in Certain Aircraft" requires that the most recent technological advancements necessary to minimize the impact of physiological episodes on aircraft crewmember be included in F/A-18 aircraft deliveries starting in 2021. ECP 6519 and ECP 6506 are categorized as safety ECPs and must be implemented in the F/A-18 and EA-18G aircraft to prevent safety of flight issues and ensure the aircraft is mission capable to prevent catastrophic failure of the aircraft and loss of life. This Acquisition is being pursued on a sole source basis under PSC 1680 (Miscellaneous Aircraft Accessories and Components) and NAICS Code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), pursuant to the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Only Boeing, as the sole designer, developer, weapons systems integrator, and producer of the F/A-18 and EA-18G aircraft, and its subsystems, can successfully design, integrate, produce, and install a life support system within the required schedule constraints for a critical safety item that has been determined to be a corrective action in PEs. Boeing's intimate knowledge of the CPOMS kit, the multiple F/A-18 and EA-18G airframe configurations and direct technical reach back for engineering support will allow installs to begin immediately following validation completion, eliminating a delay of approximately 24 months to complete verification. Boeing CFTs current footprint and ability to rapidly install CPOMS within squadron spaces will also enable the F/A-18 and EA-18G fleet to continue their progress to meet readiness goals, as well as complete CPOMS installs 3.5 years ahead of the organic depots capabilities.
