- PRE-SOLICITATION NOTICE The Department of Veterans Affairs and the National Cemetery Administration (NCA), intends to publish a Firm-Fixed Price Invitation for Bid (IFB) in accordance with FAR 14, to perform Grave Expansion to include constructing 1,336 columbarium niches and installing 1,476 in-ground cremains. Project also includes replacing columbarium caps on existing columbarium and installing irrigation. This construction service will be for the following cemetery location: Roseburg National Cemetery 913 Garden Valley Blvd, Roseburg, OR 97470 *This modification to the pre-solicitation is to correct the response date on the cover page. The close date for this solicitation will be 08-15-2019* Anticipated IFB Publish Date: 7/15/2019 Anticipated Site Visit: Week of 7/22/2019 Anticipated Bid Opening: 8/15/2019 Magnitude of Construction Project (IAW VAAR 836.204): $2,000,000 $5,000,000 Interested Offerors will be responsible for downloading copies of the solicitation and any subsequent amendments from the Federal Business Opportunities (FBO) website, as no hard copies will be made available. The solicitation will be issued as a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. All responsible sources may submit quotes for consideration by the National Cemetery Administration Contracting Service. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in Veterans Information Pages (VIP) VIP registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) database (when applicable), under the applicable North American Industry Classification System (NAICS) 237990, business size standard of $36.5 million. Contractors may obtain SAM information at https://www.sam.gov and Veterans Information Pages (VIP) information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must have a current registration in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no IDCs can be awarded to any offeror not registered in SAM.
