- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. It is the Government's intent to issue a Firm Fixed Priced Purchase Order in accordance with FAR Part 13. The solicitation number is FDA_SOL_1217056. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses in effect through the Federal Acquisition Circular 2019-01 dated January 22,2019. The appropriate North American Industry Classification System (NAICS) Code is 325413 Diagnostic Substance. The Small Business Size standard is 1,250 employees. This requirement is solicited as a Total Set-aside for Small Business competition. Statement of Work The FDA/NCTR/OR/DBT requires Pigment orange 13 [Bisphenly-14C(U)] for research on tattoos pigments in pregnant female SKH-1 mice. The highest prevalence of tattooing has been shown to be in of women of childbearing years. While thought to permanent, it has been noted some pigments in tattoos begin to fade which suggest the pigments are either decomposing or migrating in the body. One of the pigments to be studied is Pigment Orange 13, to track the pigment and its possible breakdown products, post tattooing. The dorsal skin of pregnant mice will be tattooed with the 14C-Pigment Orange 13 and placed in metabolic cages for the collection of urine and feces. After specified gestation period, the animals will be sacrificed, tissues harvested and analyzed for to determine location and quantitation of 14C present.
