Description
Sources Sought Synopsis The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 17, Network Contracting Office (NCO) 17, is issuing a sources sought notice as a means of conducting market research to identify parties having the experience, interest and resources to support a requirement for Agilent Seahorse Analyzer Service Contract in support of the VA, VISN-17, Central Texas Veterans Health Care System (CTVHCS), Research Department, 1901 S. 1st Street, Temple, Texas 76504. See draft Statement of Work for additional details. The results of this market research will help in determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811219 with a $20.5 million small business size standard. Interested parties must be registered in the System for Award Management (SAM) system. Interested Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be listed as verified on the Vendor Information Pages (VIP) database located at https://www.vip.vetbiz.va.gov/ in order to receive contract awards under the Veterans First Contracting Program. There is no solicitation at this time. This sources sought notice is for information and planning purposes only. This inquiry for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked proprietary will be handled accordingly. Please be advised that all submissions become VA s property and will not be returned. If your organization has the capacity to perform these services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; 2) brief capability statements addressing the particulars of this effort to include past experience with Seahorse XF24 Analyzer service contracts, with appropriate documentation supporting claims of organizational and staff capability; 3) indicate if significant subcontracting or teaming is anticipated to meet technical capability, organizations should briefly address the administrative and management structure of such arrangements. Based on the responses to this sources sought notice/market research, the requirement may be set-aside for small businesses or procured through full and open competition. The government intends to award one contract. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Vendor participation in this response or any informational session is not a promise of future business with the VA. The Government is not obligated, nor shall it pay for any information received from potential sources as a result of this Sources Sought Notice.
