The Federal Aviation Administration (FAA) is announcing its plans for the acquisition of Architectural and Engineering Services for Facilities Design at the FAA William J. Hughes Technical Center, Atlantic City International Airport, New Jersey. The general scope of work for these services may include, but is not limited to: architectural and/or engineering studies and analysis including geotechnical and site surveys, master planning, architectural programming, civil, structural, electrical, and mechanical systems analysis for new and/or existing facilities; design (preliminary, final, and bidding documents) of new and/or existing facilities to include new constructions, renovations, alterations, restorations, commissioning, retro-commissioning, change in use, additions, site work and paving, utility improvements, and electrical/mechanical systems upgrades or reconfigurations. The work may also include construction support including shop drawing reviews, site inspection, and overall construction management. The work may require the A/E firm to obtain specialized consulting services in the areas of geotechnical, blast resistance, progressive collapse, forensic engineering, surveying, flow modeling, and other specialized engineering services that may be needed in a specific project. The work may also include Facility Management Support, including, but not limited to: condition assessments and prioritization of maintenance and repair, utility system analysis, utility contract analysis, third-party quality assurance of operations and maintenance services, technical support on specialized Operation and Maintenance (O&M) issues, claims analysis and negotiations, project and program management including Critical Path Method (CPM) preparation and analysis. Section C “ of the attached SIR contains the complete statement of work. This acquisition will use streamlined acquisition procedures employing best practices for competitive negotiated procurements as authorized by the Federal Aviation Administration ™s Acquisition Management System (AMS). The contract has a potential duration of five (5) years. It is anticipated that an indefinite delivery/indefinite quantity contract will be awarded as a result of this solicitation. The contract will allow for the placement of firm-fixed-priced task orders for required services. Your attention is directed to Sections L and M of SIR/RFP 692M15-19-R-00009 for instructions for preparation and submission of proposals which must be followed by offerors. All written requests, questions, and submittals must be sent to the Contracting Officer via email at Nicole.Saiauskie@faa.gov. The date and time for receipt of questions is 2:00 p.m. local time, June 14, 2019. Any questions received after 2:00 p.m., June 14, 2019, may not be considered by the Government. The date and time for receipt of proposal submissions is 2:00 p.m. local time, July 12, 2019. Any submissions received after 2:00 p.m., July 12, 2019, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals.
