- SYNOPSIS PAC 086 Atmospheric Distillation Unit with IRIS OptiDist License The U.S. Environmental Protection Agency (EPA), Testing and Advanced Technology Division (TATD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase a PAC 086 Atmospheric Distillation Unit with IRIS OptiDist License, with the option to purchase an additional PAC 086 Atmospheric Distillation Unit and IRIS OptiDist License. The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract to PAC. EPA has identified PAC as the only contractor able to meet the requirements of this acquisition. The EPA Testing and Advanced Technology Division (TATD) has a requirement for the purchase of one new PAC Optidist for the measurement of atmospheric distillation in accordance with ASTM D86 and updates to the HLIS software to the newest revision of PAC IRIS software. Options are included for one (1) additional license for the IRIS software and one (1) additional OptiDist, as specified below: The unit shall interface with the HLIS HDA 3.0 Data System and be compatible with the latest revision of the PAC IRIS software Shall have a self-positioning heating system Shall have a distillation rate of 2-10 mL/min Condenser system Shall have a temperature range of 0-65 C The condenser system temperature shall be programmable Shall have automatic cooling liquid level detection Receiving chamber Shall have a temperature range of 0-40 C Shall be corrosion proof Receiving chamber temperature shall be programmable Shall be compatible with 100 and 200 mL flasks Shall be powered by 115V Shall include connectivity to external printers and computers Including a minimum of 3 USB ports Including a minimum of 1 RS232 Including a minimum of 1 RJ45 ethernet port No computer, monitor, nor printer shall be included, these shall be supplied by NVFEL Physical Dimensions Shall not exceed 17.3 x 22.4 x 25.6 (W x D x H) This procurement will be accomplished under the simplified and commercial item procedures under FAR Part 12 and 13. Interested firms may identify their interest and capability to respond to the requirements within 15 calendar days of the date of publication of this notice. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. This documentation shall establish the respondent has the ability to meet all the requirements identified above, and shall cite specific examples of previous similar work, including client names and contact information.
