- The Bureau of Reclamation, Lower Colorado Region, has a requirement for the installation of approximately 3,000 linear feet of new 8-inch HDPE waterline at/near Parker Dam on the Colorado River, approximately 16 miles northeast of Parker, Arizona. The estimate award amount is between $500,000 and $1,000,000. The work includes but is not limited to the following: 1. Installation and furnish approximately 3,000 linear feet of 8-ince HDPE waterline route and approximately 400 linear feet of 8-inch ductile iron pipe including all valves, fittings and service connections. Work includes some rock excavation, construction of backfill stabilizer blocks, CLSM backfill, reinforced concrete encasing, and concrete thrust blocks. Existing waterline to remain in service during construction. 2. Remove and dispose of the existing ACP (asbestos cement pipe) in accordance with the project specifications and all federal, state, and local regulations. This solicitation is issued as a set-aside for HUBZone Businesses. The North American Industry Classification System (NAICS) code for this acquisition is 333611, Turbine and Turbine Generator Set Unit Manufacturing, which has a small business size standard of 1,500 (in number of employees). The Government anticipates awarding a single Firm-Fixed contract, with a 90-day performance period. This acquisition will be pursued in accordance with FAR Part 15 and in accordance with the source selection evaluation criteria included in the Request for Proposal (RFP). Award will be made to the lowest priced technically acceptable offeror. A pre-proposal site visit will be scheduled for all interested parties. Site visit information (e.g. date, time, location) will be provided with the solicitation. It is anticipated that the solicitation, in the form of an RFP, will be issued on or about July 31, 2019. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FBO.gov. Offerors should register on FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation or visit the FBO website after issuance to download the solicitation and any subsequent amendments. All parties are responsible for checking the FBO website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions. No questions regarding this acquisition will be accepted or addressed/answered prior to the formal solicitation issuance.
