Description
Notice of Intent to Sole Source The Central Arkansas Veterans Healthcare System (CAVHS) intends to negotiate a sole source contract with GE Healthcare for maintenance services for GE Imaging equipment at 4300 West 7th Street in Little Rock, Arkansas 72205. This contract action is for services for which the Government intends to negotiate with only one source under the authority of Federal Acquisition Regulations 12 and 13.5. Interested parties may identify their interest and capability in response to this notice. The North American Industry Classification System for this requirement is 811219 with a small business size standard of $20,500,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. GE Healthcare is the only vendor capable of providing service to their proprietary system. This procurement is being conducted in accordance with Federal Acquisition Regulations 12 and 13.5 Single- Source Award Justification for Simplified Acquisitions Procedure and no other vendor will satisfy agency requirements. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 1:00 P.M., Central Standard Time, on Friday, July 19, 2019 in order to establish the ability of the source to meet this requirement. Information must be sent to Orlando Whitaker, Contract Specialist, at Orlando.Whitaker@va.gov.. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Contracting Office will proceed with the sole source negotiation with GE Healthcare. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the attached Draft Statement of Work. The Government requires the following questions answered by Contractors providing supporting evidence to meet these requirements: a. Is the contractor a GE authorize vendor with certified technicians to meet all government requirements and objectives? Contractor shall attach authorization letter to be viewed by the Government to be considered as a capable Contractor. b. Does the Contractor possess the capability to obtain software updates for Government GE Equipment? Contractor shall attach authorization letter to be viewed by the Government to be considered as a capable Contractor. c. Does the Contractor possess authorization for the proprietary iLinq? Contractor shall attach authorization letter to be viewed by the Government to be considered as a capable Contractor. d. Does the Contractor possess all license for GE proprietary service materials (Class C)? Contractor shall attach authorization letter to be viewed by the Government to be considered as a capable Contractor. e. Contractors shall also provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, and Data Universal Numbering System (DUNS) Number. f. Is your company a small business, SDBs, HUBZone, or 8A concern? Please provide proof of qualifications. g. Provide in your capability statement a list of active contracts for commercial, federal, state, and local governments. List Contracts shall provide communication on the Government requirement illustrating the capability for comparison. h. Is your company available under any Government Wide Agency Contract (GWAC), General Services Administration Schedules (GSA), Indefinite Delivery Indefinite Quantity (IDIQ), and/or Blanket Purchase Agreement (BPA)? If so, please list the contract number and a brief summary of the products and services provided. i. Provide a short summary of your potential approach to this type of contract and meeting the specific requirements per the draft Statement of Work and your experience managing similar contracts with similar requirements for the Veterans Administration. Please note the following concerning parts: Parts: The Contractor shall furnish all replacement parts needed to keep the system operational during the contract period within specifications. The contractor shall utilize only OEM parts to meet contract requirements. 1. Gray Market Prevention (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
