- Notice Type: Pre-Solicitation Notice (Correction to NAICS Code) Solicitation No.: 140F0919B0003 Posted Date: Response Date: Title: NCTC Campus-wide Electrical Meter Replacement - West Virginial Classification Code: Z1NZ Set Aside: Small Business NAICS Code: 238210 Synopsis: The National Conservation Training Center (NCTC) is an active training facility for the U.S. Fish and Wildlife Service. The NCTC site is a campus setting with multiple buildings, which include lodges, offices, training rooms, a large auditorium, a laboratory, dining facilities, gymnasium, operations support, etc. PROJECT SCOPE: The work includes, but is not limited to, replacement of 31 existing electric meters. The existing meters must be manually read and the proposed meters will be wired to the existing Metasys energy management and control system. The work also includes the removal and disposal of the existing meters. The work involves "hot-tapping" into existing piping in 18 locations and the removal and disposal of existing meters. The work is located on the campus of the National Conservation Training Center, 698 Conservation Way, Shepherdstown, WV. Additional specifications will be provided in the statement of work. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PERIOD: The request for proposal is scheduled for release on or about 26 July 2019. The proposals will be due on or about 26 August 2019. The anticipated award date is on or around 3 September 2019. PROPOSAL PROCEDURES: The acquisition will be issued as a Small Business Set-Aside, Invitation For Bids (IFB) through FedBizOpps. The Lowest Price contracting method will be used to evaluate proposals. The magnitude of the project is between $100,000 and $250,000. A Performance Bond and a Payment Bond will be required. This acquisition will result in a single fixed price construction contract. Award shall be made to the responsible offeror whose bid, conforming to the solicitation, will offer the lowest price to the Government. This is an electronically issued acquisition. The Government will issue the IFB via FedBizOpps. Faxed bids will not be accepted. All responsible sources may submit a bid that will be considered by this agency.
