- This Request for Quote (RFQ) is made using the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures and FAR Part 36, Construction and Architect -- Engineer Contracts.. BASIS FOR AWARD: The Government intends to award a contract to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, considering price and past performance. (See Special Provision #2- Evaluation of Quotes for detailed information). Work consists of furnishing all labor, supplies and equipment to disconnect, remove, and install new Electrical Hardware at the Fort Stanwix National Monument, Rome, New York. Note: Prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. Initiate/Update SAM registrations at ttps://www.sam.gov. Award is restricted to responsible small businesses in accordance Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The RFQ will be set-aside for 100% for Small Businesses under NAICS Code: 238210, Electrical Contractors and Other Wiring Installation Contractors, (SBA size standard $15.0 Million). The order of magnitude for this project is estimated to be between $25,000 and $100,000. FAR Clause 52.228-13 Alternative Payment Protections applies. Location of Work: Work will take place at Fort Stanwix National Monument, 112 East Park Street, Rome, New York 13440. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later 09/30/2020. The time stated for completion shall include final cleanup of the premises. The Contractor shall perform on the site, and with its own organization, work equivalent to at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees) percent of the total amount of work to be performed under the contract. The scope consists of Furnishing all labor and material to disconnect and remove approximately 3000ft of deteriorated conduit, wire (Electrical and Intrusion) electrical hardware including couplings, junction boxes, timer`s, disconnecting switches, elbows, outlets, braces etc. Furnish all labor, material and supplies to install and re-connect approximately 3000ft of new conduit (PVC Schedule 80) wire (Electrical and Intrusion) and electrical hardware including PVC couplings, junction boxes, timer`s, disconnecting switches, elbows, outlets, braces etc. A portion of this work consist of disconnecting and removing power and hardware to systems that are no longer needed and do not require any replacement. Dept. of Labor, Construction Wage Rate General Decision Number NY20190013 shall apply. See Special Provision Notice #1 - Quote Submission for what to submit with quote. Interested parties are strongly encouraged to inspect site prior to proposing. For Site-visit information, see clause 52.236-27, found in the RFQ, for the time and location of the site-visit along with the Point of Contact information. Questions should be submitted no later than two business days prior to the due date. All responsible sources may submit a quote that shall be considered by the agency.
